Certificates of completion can be downloaded in PDF form upon passing a short quiz. A link to the quiz will be sent to each qualifying attendee immediately after the webinar. The certificate can be downloaded from the Results page of the quiz upon scoring 80% or higher.

This webinar is open to the public and is designed to qualify for 3.0 PDHs for professional engineers, 3.0 HSW continuing education hours for licensed architects, and 3.0 HSW continuing education hours for landscape architects in all states that allow this learning method. Andrew Der

Executive Principal of Andrew T. Der & Associates, LLC

As a regionally-recognized water resources practitioner and leader for 32 years, Mr. Der provides regulatory and scientific expertise for public and private sector clients, with a commitment to equitable and sustainable solutions to complex projects while specializing in creative linkages between ecology and engineering. Mr. Der has been in private consulting practice since 2001, first as an associate and director of Environmental Services for two civil engineering firms, then, since 2013, principal of his own consulting firm, Andrew T. Der & Associates, LLC. He previously completed 17 years of service with the Maryland Department of the Environment as a manager successfully leading major new initiatives to regulate and restore Chesapeake Bay water resources. His specialties include water resource permitting, compliance, assessment, Clean Water Act, wetland and waterway compliance, NPDES, TMDL, and stormwater management. Mr. Der is an appointed industry representative of the U. S. EPA. He is a member of the Chesapeake Bay Program Executive Council Citizens Advisory Committee, Maryland Patuxent River Commission, and Montgomery County, Maryland Executive’s Water Quality Advisory Commission.

Larry J. Smith

Technical Manager for Shelby County TN Air Pollution Control

Larry J. Smith received his B.S. degree in Science Education in 1980 and law degree in 1993, both from the University of Memphis. He has always been interested in the environment and the outdoors. After law school, Mr. Smith worked as a community organizer for the Mid-South Peace and Justice Center in their toxics awareness program. In 1997 he went on to be the first executive director of the Wolf River for Conservancy. A local, and still thriving, river and wetland protection land trust. In 2003 he left the not-for-profit world and entered the government sector, still in the field of environmental protection. Mr. Smith headed up the Shelby County Environmental Programs office and then the Air Quality Improvement Branch. He is now the Technical Manager for Shelby County TN Air Pollution Control.

Course Title: Working with the US Army Corps on Wetland Issues

Course Description: This 3-hour course for design professionals focuses on wetland mitigation: the practice of creating, restoring or enhancing wetlands to offset the harm inflicted from development elsewhere. The course identifies federal and state requirements, reviews different types of mitigation, and discusses the permitting impacts to Waters of the United States.

Learning Objectives:

Learning Objective 1:
Learners will be able to understand the interplay between the Clean Water Act sections 401 and 404 and identify the involved parties and stakeholders.

Learning Objective 2:
Learners will be able to locate and reference legal requirements for mitigation and identify the different types of mitigation.

Learning Objective 3:
Learners will be able to determine the limits of Waters of the United States (WOTUS) and the extent of jurisdictional impact as they relate to wetlands.

Learning Objective 4:
Learners will be able to explain the application review process, coordinate with state and local governments, and engage in mitigation.
