Rick Eilertson, PE, ENV SP

AECOM

Rick earned his Bachelor of Science degree from UW-Madison in Civil & Environmental Engineering in 1993 and has worked in the municipal engineering field since 1990. Rick’s early interest in community involvement and environmental issues began in 1972 when, as a child, he helped his parents (Orie & Kit) create a recycling drop off program through their church in the Village of Mukwonago. Rick absorbed much of his interest in environmental conscience and responsibility through his parents and grandparents as he grew up on a Sand County Farm in Wisconsin, practicing first hand Aldo Leopold’s land ethic of striving to live on a piece of land without spoiling it.

Above and beyond the day-to-day activities that go along with his current and past civil and environmental engineering roles, Rick spends many of his nights and weekends hosting educational events including waterway cleanups, paddling events, watershed tours, as well as electronics recycling and shred-day events. He is a Director of the American Public Works Association – Wisconsin Chapter (APWA WI) and has chaired APWA WI’s Water Resources Committee and Solid Waste Committee. He serves as the Wisconsin Chapter’s liaison to APWA’s Center for Sustainability (C4S) and is currently chair of APWA WI’s Sustainability Committee.

Rick’s greatest pleasure and source of pride is his wife, Yenti, with whom he’s been happily married since 1995. They have two boys, Erik (22) and Evan (13), who excel in finding “teachable moments” for Rick to continue learning from nature and helping others to share his vision of people working together for healthy generations to come. Past awards that Rick is especially proud of are the 2013 APWA National Community Involvement Award and 2015 Rock River Protector Award.

Rick has increasingly enjoyed being able to spend time and energy volunteering for various non-profit groups that align with his vision for a healthy community. They include: Powered Up Baraboo, Baraboo Kiwanis, Baraboo Rotary, Friends of the Baraboo River, Foundation for Dane County Parks and last, but not least Friends of Pheasant Branch Conservancy.

Charles E. Nahn III, PE

Nahn and Associates

Mr. Nahn has over 39 years of engineering experience in water resource and municipal engineering projects. He has managed storm water projects ranging from large municipal storm water master plans to preparing storm water plans and specifications for residential and commercial developments. He supervised storm water permit applications and pollution prevention plans for hundreds of industrial and municipal clients. Flood control experience includes hydraulic and hydrologic analysis for bridge sizing, bridge backwater, flood flow determination, FEMA map revision and modification, hydrologic data collection and plan preparation. He has designed numerous detention basins to attenuate peak flows, infiltrate storm water, reduce stormwater temperature and improve water quality.

William J. Nelson

Attorney at Godfrey & Kahn, SC

Bill Nelson is an attorney in Godfrey & Kahn’s Environmental and Energy Strategies Practice Group. Bill’s practice focuses on assisting commercial, industrial and municipal clients on a wide range of environmental and energy issues, including complex remediation matters, interfacing with state and federal environmental agencies, redevelopment of Brownfield properties, stormwater and wastewater permitting and enforcement defense matters, and renewable energy development projects.

Prior to joining Godfrey & Kahn, Bill was an attorney with the Wisconsin Department of Natural Resources. He served as primary legal counsel to the Remediation and Redevelopment Program, including legal aspects pertaining to the WDNR’s development and implementation of policies and regulations pertaining to Per- and Polyfluoroalkylated Substances (PFAS), contaminated sediment cleanups and pertaining to the administration of the Wisconsin Voluntary Liability Exemption Program.

Drew Rakers, EIT

Sand County Environmental, Inc.

Drew is from Elm Grove, Wisconsin, but currently lives in Rhinelander, Wisconsin with his wife, Ellen. He is an environmental engineer with Sand County Environmental, Inc. After graduating from the University of Wisconsin-Platteville with a bachelor’s degree in Environmental Engineering, he wished to pursue a career in unconventional applications in his field. The areas of phytoremediation and constructed wetlands for wastewater treatment drew him to Sand County Environmental.

At Sand County Environmental, Drew has been involved in a multitude of projects spanning several applications of environmental engineering, including phytoremediation, constructed wetlands for wastewater treatment, environmental repair and monitoring, solid waste, and, most applicably, stormwater management. Taking on stormwater projects in both solid waste and commercial applications with this unique perspective has allowed Drew to navigate the waters of stormwater management early on in his career.

Drew is currently a member of the parish council and is a catechist at Nativity of Our Lord Catholic Church in Rhinelander, is an Eagle Scout, and was an academic all-American as a football player while at the University of Wisconsin-Platteville.

Bart Sexton

Sand County Environmental, Inc.

Bart is from Appleton, Wisconsin and for the past 30 years been privileged to have lived in Rhinelander. He is married to Adair, a now retired instrumental music teacher and they have two adult daughters who live in Altoona, WI and Bloomington, MN.

Bart served a total of 21 years, combined, in the U.S. Army and Wisconsin National Guard. His work experience also includes 16 years overseeing a County Solid Waste Department with landfilling, transfer, recycling, composting and hazardous waste operations; adjunct instructor in Soil Science at Nicolet College; and, 14 years as an environmental consultant working in environmental investigations/remediation; wastewater treatment; landfill monitoring; phytoremediation; and stormwater. He most enjoys developing ways to use plants to treat groundwater, soil, stormwater and/or wastewater effluent.

Bart has been a lay leader of the Rhinelander United Church of Christ; is a Past Master of the Rhinelander Masonic Lodge; and, worked actively in the Rhinelander Soccer Club during development of their field complex.

Kristy Treichel, PE

Civil/Municipal Engineer at KL Engineering, Inc.

Kristy Treichel earned her Bachelor’s degree in Environmental Engineering UW-Platteville in 2003 and has worked in the municipal engineering field ever since.

Kristy started at KL Engineering in February 2023 as a Project Leader in their Infrastructure Services group. She will be managing projects and focusing on storm water in her new role.

Prior to that Kristy worked with Ayres as a Project Manager in their municipal group for 5 years. There she managed projects for municipal clients as well as building projects with architecture groups and the State of Wisconsin. She was the group’s specification and storm water specialist. She designed storm water management systems, wrote SWPPS and performed quality assurance for storm water on most Ayres municipal projects.

Kristy spent the first 12 years of her career working as a Storm Water Engineer for the City of River Falls. Here she ran the City’s MS4 program, oversaw a stream monitoring program, reviewed plans and spent time overseeing construction projects. She also worked in Facilities for UW-River Falls.

Edward B. Witte

Attorney Shareholder at Godfrey & Kahn, SC

Ned Witte is a shareholder in the Environmental and Energy Strategies Practice Group of Godfrey & Kahn, SC, a Milwaukee, Wisconsin based general practice law firm. Ned represents clients in the service and manufacturing industries as well as government bodies in a wide range of environmental matters in Wisconsin and across the U.S.

Ned has extensive experience in the regulation and permitting of activities in or near navigable waters and wetlands, as well as stormwater management and permitted wastewater discharges. Ned has deep experience in development and redevelopment of environmentally sensitive and contaminated properties, including Brownfields, coordinating Superfund site response activities, including as chair of steering committees, siting and permitting of manufacturing facilities and renewable and traditional energy projects. Course Title: Wisconsin Stormwater Management 2023

Course Description: This course identifies and explains the federal and state stormwater requirements, applies the science of stormwater and hydrology, provides best management practices and discusses the planning and design considerations, explores construction site BMPs specifically, and concludes by focusing on developing plans for inspection, monitoring, maintenance and recordkeeping.

Learning Objectives:

Learning Objective 1: Learners will be able to discuss the background and development of national and state regulations, specifically the Federal Clean Water Act, NPDES, and the Wisconsin Department of Natural Resources regulations. Additionally, learners will be able to identify permit requirements, including notice of intent requirements and stormwater pollution prevention plans (SWPPPs).

Learning Objective 2: Learners will be able to explain hydrology, soil science and drainage, identify consequences of storm events, engage in stormwater modeling and adopt practices to reduce runoff and increase infiltration and percolation.

Learning Objective 3: Learners will be able to identify construction site best management practices for erosion control, calculate lost soil, mitigate compaction and discuss existing site conditions.

Learning Objective 4: Learners will be able to implement appropriate stormwater best management practices (non-structural, source control and regional) and discuss the planning and design considerations for these BMPs.
