This Association of State Floodplain Managers has approved this course for 6.0 CECs for floodplain managers.

Mr. Tolman, is the president and owner of AccenaGroup, a company that has served Utah and surrounding states as stormwater plans and consulting experts since 2007. His industry certifications include QSWPPP, Utah RSI, CISEC, and CPESC. Mr. Tolman has presented several times at APWA conferences, CASQA, Stormcon, and other industry conferences. He has consulted on EPA and Utah State consent decrees and regularly guest lectured for construction management classes at BYU and UVU.

Course Title: Utah Stormwater: New Permit, TMDLs, and BMPs

Course Description: This six-hour course explores the changes and updates to the 2024 Construction General Permit in Utah, with a focus on stormwater management. The course will discuss routine maintenance and corrective actions, PCB impairments and TMDLs, stabilization timeframes, and specific updates to various sections, including sediment controls and material storage.

Learning Objectives:

Learning Objective 1:
Learners will be able to explore the changes to the 2024 Construction General Permit in Utah, including the updated list of approved certifications and the updated definition of UICs for stormwater drainage wells.

Learning Objective 2:
Learners will be able to explain the differences between routine maintenance and corrective actions and how to record them.

Learning Objective 3:
Learners will be able to examine updates to various sections of the Construction General Permit, including natural vegetation preservation, sediment controls and material storage.

Learning Objective 4:
Learners will be able to discuss how polychlorinated biphenyl (PCB) enters waterways, identify PCB impairments and determine total maximum daily loads (TMDLs).
