All attendees must log-on through their own email – attendees may not watch together if they wish to earn continuing education credit. HalfMoon Education Inc. must be able to prove attendance if either the attendee or HalfMoon Education Inc. is audited.

Certificates of completion can be downloaded in PDF form upon passing a short quiz. A link to the quiz will be sent to each qualifying attendee immediately after the webinar. The certificate can be downloaded from the Results page of the quiz upon scoring 80% or higher.

This webinar is open to the public and is designed to qualify for 6.0 PDHs for professional engineers, 6.0 HSW continuing education hours for licensed architects, and 6.0 HSW continuing education hours for landscape architects in Utah. 

The American Institute of Architects Continuing Education System has approved this course for 6.0 HSW LUs (Sponsor No. J885). Only full participation is reportable to the AIA/CES. 

The Landscape Architecture Continuing Education System has approved this course for 6.0 HSW PDHs. Only full participation is reportable to the LA CES. 

The Association of State Floodplain Managers has approved this course for 6.0 CECs for floodplain managers. 

Attendance will be monitored, and attendance certificates will be available after the webinar for those who attend the entire course and score a minimum 80% on the quiz that follows the course (multiple attempts allowed).

Mr. Tolman is the president and owner of AccenaGroup, a company that has served Utah and surrounding states as stormwater plan and consulting experts since 2007. His industry certifications include QSWPPP, Utah RSI, CISEC, and CPESC. Mr. Tolman has presented several times at American Public Works Association (APWA) conferences, CASQA, Stormcon, and other industry conferences. He has consulted on U.S. Environmental Protection Agency and Utah State consent decrees and regularly guest lectured for construction management classes at Brigham Young University and Utah Valley University.

Course Title: The New Stormwater Law for Utah: UC 19-5-108.3

Delivery Method: Live Online

Course Description: This six-hour course examines Utah’s new stormwater law, UC 19-5-108.3, with a focus on compliance and implementation strategies. The course explores the relationship between state and federal regulations, stormwater pollution prevention plan (SWPPP) requirements, best management practices (BMPs), and enforcement procedures. The course also covers site inspections, including electronic methods, and proper termination processes.

Learning Objective 1:
Learners will be able to explain how Utah’s new stormwater law relates to the Federal Clean Water Act and the impacts it has on Utah’s Pollutant Discharge Elimination System.

Learning Objective 2:
Learners will be able to identify the elements of and requirements for stormwater pollution prevention plans (SWPPPs) and utilize pre-construction review checklists.

Learning Objective 3:
Learners will be able to explore and adopt stormwater best management practices (BMPs), review violation notifications, and discuss the escalating enforcement timeline.

Learning Objective 4:
Learners will be able to utilize standard operating procedures and forms for site inspections and explain the procedure for notifying terminations.
