The State Bar of Texas has approved this webinar for 6.5 CLE hours for attorneys.
This webinar offers 6.5 PDHs to Oklahoma engineers, to whom the subject matter is professionally relevant. Educators and courses are not subject to preapproval in Oklahoma.
The Association of State Floodplain Managers has approved this course for 6.5 CECs for certified floodplain managers.
Completion certificates will be awarded to participants who complete this event, respond to all prompts, and earn a passing score (80%) on the quiz that follows the presentation (multiple attempts allowed).

C. Davis
Phillips Murrah P.C.C. Eric Davis is an attorney in Phillips Murrah’s Clean Energy Practice Group and the Government Relations and Compliance Practice Group. He represents clients in a range of regulatory and energy matters. His governmental experience includes serving as an assistant attorney general for the State of Oklahoma. Mr. Davis was also an attorney for the Oklahoma Corporation Commission and the Oklahoma Tax Commission, and clerked two years for the state trial courts of Vermont. Mr. Davis received his J.D. degree from the University of Michigan Law School and his undergraduate degree from Oklahoma State University. Mr. Davis is also a graduate of the Oklahoma Bar Association’s Leadership Academy, a past board member of the OBA Young Lawyers Division, and an alumnus of Leadership Oklahoma City.
Kaylee Davis-Maddy
Partner at Doerner, Saunders, Daniel & Anderson, L.L.P.Ms. Davis-Maddy’s areas of practice include commercial, healthcare, environmental and water law sectors. Although primarily a litigator, her practice is full service—assisting her clients and their needs that span the employment, commercial, real property, regulatory and administrative fields. Ms. Davis-Maddy’s healthcare practice includes advising physicians and other licensed providers regarding corporate, administrative and litigation issues, while her environmental practice focuses on interacting with state and federal agencies to provide her clients with the outcomes they desire. Most recently, she has obtained favorable results for clients in state and federal licensure and certification actions, including with the Department of Environmental Quality and Oklahoma State Board of Medical Licensure and Supervision. Ms. Davis-Maddy is an accomplished water attorney, regularly assisting clients in asserting, obtaining, and protecting their water rights in court or at state agencies. Her clients include small and large municipalities, corporations, landowners, and family farmers. Ms. Davis-Maddy is a member of the American Bar Association, the Oklahoma Bar Association, and the Oklahoma County Bar Association. She earned her B.A. degree from the University of Oklahoma and her J.D. degree from Washington University in St. Louis School of Law.
Jeri Fleming
Oklahoma Water Survey, Oklahoma City
Ms. Fleming is the assistant director/outreach and education coordinator for the Oklahoma Water Survey. Previously Ms. Fleming was the environmental programs manager with the Oklahoma Conservation Commission. Her responsibilities included working with volunteers in the Blue Thumb Water Quality Education Program and project management. Prior to joining the Commission,Ms. Fleming worked for the Oklahoma Water Resources Research Institute where she was project manager for the Institutes’s role in updating Oklahoma’s Comprehensive Water Plan. She has a degree in Mass Communications from Northeastern State University and a Juris Doctor degree from the University of Tulsa College of Law. In addition to her duties for the Commission, Ms. Fleming teaches Applied Environmental Law for the University of Tulsa’s Masters of Jurisprudence program and serves on the boards of Lake McMurtry Friends, Inc. and Friends of Blue Thumb, Inc.
Melissa R. Gardner
Phillips Murrah
Ms. Gardner is a director and an attorney in the Energy & Natural Resources Practice Group. She represents energy companies and mineral owners in a variety of matters in Oklahoma, Texas and North Dakota, including oil and gas title examination, bankruptcy, probate, quiet title, surface damages issues, and lien preparation and enforcement. The changing environment in the energy industry has caused Mr. Gardner’s practice to increasingly focus on helping her clients navigate new financial realities, expanding her experience in the areas of estate planning, business succession, and bankruptcy and restructuring.
Tim Sowecke
Shareholder with Crowe & DunlevyMr. Sowecke is a director in the firm’s Oklahoma City office and is a member of the Energy, Environment & Natural Resources and Real Estate Practice Groups. He is admitted to practice in federal and state courts in Oklahoma and Wyoming. Mr. Sowecke is a member of the American Bar Association, Oklahoma County Bar Association, Wyoming Bar Association, and the Mineral Lawyers Society of Oklahoma City. He earned his M.A. degree in Environment and Natural Resources from the University of Wyoming, and his J.D. degree from the University of Wyoming College of Law.
Janet Stewart
Oklahoma Conservation Commission, Oklahoma City
Ms. Steward is the general counsel for the Oklahoma Conservation Commission. Ms. Stewart graduated from Southwestern Oklahoma State University with a B.S. degree in Biology/Chemistry and with her Juris Doctor of Law degree in 1994. She is a member of both the Oklahoma and Texas Bars. Following graduation she worked as an assistant city attorney for the City of Dallas, Texas, for four years and then served as the general counsel for the Oklahoma Department of Agriculture, Food, and Forestry from October of 1998 to October 2007.
