John Muthersbaugh, EIT

Assistant Engineer at New York State Department of Environmental Conservation in Albany

Mr. Muthersbaugh currently serves as an assistant engineer with the New York State Department of Environmental Conservation (NYSDEC) in Albany. At NYSDEC, Mr. Muthersbaugh works in the Division of Water, Bureau of Water Permits, with the SPDES Construction General Permit (CGP) program. Prior to joining NYSDEC, Mr. Muthersbaugh worked as a staff engineer with Enman Kesselring Consulting Engineers in Rutland, Vermont, and before that as an engineering intern with the New York State Department of Transportation in Albany. Mr. Muthersbaugh earned a B.S. degree in Civil Engineering Technology from SUNY Polytechnic Institute. Prior to his career in engineering, he worked in several industries including education and healthcare after earning a B.A. degree in Biblical & Theological Studies from Gordon College.

Dr. Stephen J. Souza, Ph.D.

Owner of Clean Waters Consulting, LLC in New Jersey

Dr. Souza has over 35 years of professional expertise in the management and restoration of water resources. This includes the design and application of a wide array of green infrastructure stormwater management techniques. Dr. Souza received his B.S. degree from the University of Massachusetts – Dartmouth (1974), his M.S. degree from Rutgers University (1976), and his Ph.D. degree from the University of Connecticut (1981). He is the founding partner of Princeton Hydro, serving as the company’s president until his retirement in 2018. Dr. Souza is an instructor and course coordinator for the Rutgers NJAES Office of Continuing Professional Education as well as for Continuing Professional Education Services, LLC. He is also an adjunct professor at Temple University (Department of Landscape and Horticulture – Tyler School of Art and Agriculture).

Erik White, PE

President, UEG Consulting, LLC

Mr. White has over 25 years of experience in engineering, ranging from compliance and industrial wastewater and air treatment system evaluations to remedial study/design projects. Mr. White works with clients across a variety of industries, including iron and steel, utilities, specialty chemicals, food and food additive processing, and petroleum refining. He has expertise in industrial wastewater and stormwater regulatory review and implementation support under the National Pollutant Discharge Elimination System (NPDES) Program. Mr. White earned a B.S. degree in Civil Engineering from the University of Massachusetts in Amherst and an M.S. degree in Environmental Engineering from the University of Michigan.

Course Title: New York State Stormwater Management 2025

Delivery Method: Live Online 

Course Description: This six-hour course examines stormwater permit requirements and procedures in New York, explains stormwater science (hydrology, soils, drainage), provides a wide range of stormwater BMPs including green infrastructure and techniques, and demonstrates how to develop a stormwater pollution prevention plan (SWPPP) and plans for inspection, monitoring, maintenance and recordkeeping.

Learning Objectives: 

Learning Objective 1: Learners will be able to reference and comply with National Pollution Discharge Elimination System (NPDES) requirements and New York specific rules regulating stormwater management.

Learning Objective 2: Learners will be able to identify the consequences of storm events, use stormwater models to predict runoff and routing, and utilize methods of runoff reduction, storage and infiltration.

Learning Objective 3: Learners will be able to adopt stormwater best management practices, including detention/retention ponds, riparian buffers, filter strips, vegetated swales, rain gardens, green roofs, pervious pavement, rain barrels, stormwater planters and more.

Learning Objective 4: Learners will be able to describe the contents of stormwater pollution prevention plans, including best management practices and plans for required inspection, maintenance and record keeping.
