Certificates of completion can be downloaded in PDF form upon passing a short quiz. A link to the quiz will be sent to each qualifying attendee immediately after the webinar. The certificate can be downloaded from the Results page of the quiz upon scoring 80% or higher.

Continuing Education Credit Information

This webinar is open to the public and is designed to qualify for 2.0 PDHs for professional engineers, 2.0 HSW continuing education hours for licensed architects, and 2.0 HSW continuing education hours for landscape architects in all states that allow this learning method. Please refer to specific state rules to determine eligibility.

Gary Heinrichs, ASFPM

Senior Instructor in Madison, WI

Mr. Heinrichs is an experienced floodplain program manager with 28 years of proven success. He has bachelor’s and master’s degrees from UW-Madison in natural resources communications and organizational management. Mr. Heinrichs has a demonstrated knowledge of state and federal regulations and organizational missions. He is a retired Wisconsin DNR Floodplain Management Team Leader and department representative on the state’s Hazard Mitigation Team. Mr. Heinrichs coordinated the federal National Flood Insurance Program in Wisconsin, and served as liaison to the FEMA Region V office and coordinated with FEMA regional staff and supervisors. He researched and prepared revisions to state statutes, administrative codes and model ordinances. Mr. Heinrichs wrote, edited and revised department training manuals, guidebooks, videos and other outreach materials. He provided training to department regional staff and other state staff. Mr. Heinrichs has worked successfully with a variety of professional organizations in the fields of floodplain management, flood insurance, zoning, planning and mitigation. He developed the administrative rules and structure for the state’s Municipal Flood Control Grant Program and served as technical review lead. Mr. Heinrichs served as past co-chair of ASFPM’s flood insurance committee. He’s currently an adjunct instructor for the federal Emergency Management Institute and a contract instructor for the Association of State Floodplain Managers.

Course Title: National Flood Insurance Program (NFIP) Problems and Proposed Reform

Course Description: This two-hour course analyses the National Flood Insurance Program (NFIP), starting with its creation. The course discusses the current problems the NFIP is facing and how recent updates and proposed changes aim to resolve these problems.

Learning Objectives:

Learning Objective 1:
Learners will be able to explore and discuss the history of U.S. flood events and associated damage that led up to the creation of the National Flood Insurance Program (NFIP).

Learning Objective 2:
Learners will be able to analyze recent flood-related losses, the factors impacting these losses, and the effects they have had on the viability of the NFIP.

Learning Objective 3:
Learners will be able to discuss past NFIP reform proposals and dissect Risk Rating 2.0, the new pricing methodology of the NFIP that looks more closely at individual property flood risks.

Learning Objective 4:
Learners will be able to explore the proposed NFIP Reauthorization Act, proposed alternatives, and additional measures.
