Each webinar session earns continuing education credit and can be registered for individually. All attendees must log-on through their own email – attendees may not watch together if they wish to earn continuing education credit. HalfMoon Education Inc. must be able to prove attendance if either the attendee or HalfMoon Education Inc. is audited.

Certificates of completion will be provided for each webinar attended and will be sent via email in PDF form about five business days after the conclusion of the series.

Webinars are presented via GoToWebinar, an easy-to-use application that can be run on most systems and tablets. Instructions and login information will be provided in an email sent close to the date of the webinar. It is highly recommended that you download, install and test the application before the webinar begins by clicking on the link in the email.

Managing Construction Projects
This webinar offers 6.5 PDHs to professional engineers in most states and 6.5 continuing
education hours to architects licensed in all states that accept non-HSW coursework.

HalfMoon Education is an approved continuing education sponsor for engineers in

Completion certificates will be awarded to participants who complete this event, respond
to all prompts, and earn a passing score (80%) on the quiz that follows the presentation

Joseph W. Delaney PhD P.E. PgMP CCM LEED AP

President of Delaney CMS

Dr. Delaney is the general manager of the construction management services group at Delaney CMS in Poplarville, Mississippi, and President of Delaney Parametric Design. He is the former president of C&S Design Build Inc., where he started the agency construction management business. At C&S, Dr. Delaney was responsible for more than $1 billion in completed projects in the education, municipal, wastewater, airport, and private development sectors.

Dr. Delaney is a licensed professional engineer (New York and Mississippi), holds the Program Management Professional (PgMP®) credential, is a Certified Construction Manager (CCM®), and is a Leadership in Energy and Environmental Design (LEED®) Accredited Professional. Dr. Delaney received his Bachelor’s, Master’s, and PhD degrees in Civil Engineering from the State University of New York at Buffalo.

Dr. Delaney enjoys sharing his experience leading teams, and he has provided leadership training to senior management including his colleagues at the American Council of Engineering Companies (ACEC) Senior Executive Institute and at Fortune 500 companies, including Johnson & Johnson, Inc., and L3 Communications. Dr. Delaney was recently the keynote speaker at the Tri-State Diversity Summit where he shared Delaney CMS’s (a New York State Certified Minority/Woman-Owned Business Enterprise – MWBE) vision for equality and empowerment.

Dr. Delaney is a faculty member and the program coordinator for the CM Department at the University of Southern Mississippi. He recently wrote a textbook titled Construction Program Management which was published by CRC Press. The textbook is used to teach undergraduate and graduate students and by practitioners to help them formulate a process-based approach for management of large projects and programs.

In addition, he is an expert critical path method scheduler and has presented both nationally and internationally on construction, project, and program management. Dr. Delaney received his bachelor’s, master’s, and PhD degrees in Civil Engineering from the State University of New York at Buffalo. Course Description: This examines construction project construction management theory and practice from identifying project delivery methods, project phases, basic legal principles and key provisions, understanding construction program management definitions, and construction program management process groups and knowledge areas.

Learning Objective 1:
Learners will be able to identify three project delivery methods and will be able to identify and describe five project phases.

Learning Objective 2:
Learners will be able to discuss basic legal principles in construction, including contracts, terms and conditions, and defaults and remedies, and they will be able to discuss key contract provisions, including project roles, indemnification, and dispute resolution.

Learners will be able to identify the describe managing the triple constraints or project management (cost, schedule, and scope) and the triple themes of program management (governance, stakeholder management, and benefit realization).
