Because of his efforts, developers throughout Texas are using Low Impact Development to differentiate themselves while positively impacting their bottom line. Barry Fagan, PE/PLS, ENV SP, CPESC, CPMSM, CESSWI is a stormwater and sustainability professional who supports infrastructure delivery at the intersection of built and natural environments. He has helped enhance the programs and projects of his employers and clients for over thirty years. Mr. Fagan has extensive experience and expertise in managing stormwater and promoting livability, sustainability, and resilience in transportation, renewable energy, and urban environments. He and his wife own Fagan Consulting LLC, a certified woman owned small business.
Anthony Kendrick
Anthony Kendrick – Construction EcoServices
Mr. Kendrick is the Specifications Manager at Construction EcoServices. He received his bachelor’s degree in Biology and master’s degree in Environmental Science from the University of North Texas. Before he joined Construction EcoServices, he spent 3 years working for an environmental engineering firm in North Texas. Currently, Mr. Kendrick lives in New Orleans and travels throughout Texas and Louisiana to assist designers and municipalities that want to implement multifunctional stormwater management solutions. He has been involved in various roles on more than 100 green infrastructure projects, including design, construction, and maintenance of all types of stormwater management solutions. Mr. Kenrick has a passion for community engagement and education, where he uses his work experience to advance green infrastructure and low impact development solutions throughout the gulf coast.
Gaylan Williams
Gaylan Williams, PLA, LEED AP BD+C, Arborist
Mr. Williams is a project manager with Design Workshop’s Houston studio. With a balance of theoretical knowledge and practical experience, he is adept across the board in landscape architecture, planning, urban design, and urban forestry. He has worked extensively on high-profile projects in the public realm, from visioning and conceptual design through construction documentation and observation. As a LEED® subject matter expert, he is fluent in the technical aspects of green building and sustainable site design. Mr. Williams is a charismatic speaker with over fifteen years of experience. He is highly skilled in the preparation and delivery of engaging presentations for clients, stakeholders, and communities.

Course Description: This seven-hour course focuses on stormwater management principles and strategies for design professionals in Louisiana. The course looks at the current state of stormwater infrastructure in the United States before analyzing the specific challenges in Louisiana and the lessons learned from Hurricane Katrina in New Orleans. The course then delves into the principles and strategies of stormwater management, case studies from around the state, and a discussion on the different types of stormwater management systems.
Learning Objectives:
Learning Objective 1:
Learners will be able to discuss the lessons learned in New Orleans and what post-Hurricane Katrina stormwater management looks like (flood resilience, green infrastructure, community engagement and maintenance challenges).
Learning Objective 2:
Learners will be able to understand how to maximize efficiency and performance of a bioretention design, including engineered soil specifications, TR-55 rainfall distribution model, pre-treatment solutions, planting and long-term maintenance.
Learning Objective 3:
Learners will be able to analyze multi-functional stormwater management solutions, including bioswales and permeable pavement.
