Certificates of completion can be downloaded in PDF form upon passing a short quiz. A link to the quiz will be sent to each qualifying attendee immediately after the webinar. The certificate can be downloaded from the Results page of the quiz upon scoring 80% or higher.

Speakers
Jeffrey R. Handy
Shareholder at Babcock Scott & Babcock PC, in Salt Lake City, UTMr. Handy’s practice focuses on representing designers, general contractors, subcontractors, suppliers and other parties in a variety of construction-related contexts. He is a member of the Utah State Bar and is licensed to practice in state and federal courts in the State of Utah. Mr. Handy graduated from Brigham Young University, J. Reuben Clark Law School in April of 2011. He received his bachelor of science degree in Civil and Environmental Engineering in 2006 from Brigham Young University where he was inducted into the Tau Beta Pi National Engineering Honor Society. Mr. Handy also received a master of science degree in Civil and Environmental Engineering from Brigham Young University in 2008. He is active in the Construction Section of the Utah State Bar and currently serves as its chair.
Kenneth E. Horton
Partner at Barnes & Thornburg, in Salt Lake City, UTMr. Horton brings a blend of chemical engineering, business, and legal knowledge to advising on intellectual property law matters. His multidisciplinary approach to advising clients is rooted in continuous research and teaching. Romaine C. Marshall
Shareholder at Polsinelli, in Salt Lake City, UTMr. Marshall helps organizations navigate legal obligations relating to data innovation, privacy, and security, and Artificial Intelligence. His risk management approach is informed by his experience as a business litigation and trial lawyer, and as legal counsel in response to hundreds of cybersecurity and data privacy incidents which, in some cases, involved litigation and regulatory investigations. He has been lead-counsel in multiple jury and bench trials in Utah state and federal courts, and against government agencies nationwide. As organizations embrace digital transformation, Mr. Marshall helps them manage legal risks by tailoring incident response plans and risk assessments, and co-developing written information security and AI risk management programs.
Neil Opfer, CCP, CEP, PSP, F. AACE
Associate Professor with the University of Nevada Las Vegas Civil and Environmental Engineering and Construction Department, in Las Vegas, NVProfessor Opfer teaches coursework in construction management, cost control, cost estimating, structural design, and facility systems (MEP design). He is also an industry consultant on design and construction issues, construction safety/defects, methods/materials, and production issues. Professor Opfer has been a consultant to numerous ENR Top 600 Design Firms, Top 400 Contractors, and Fortune Top 500 Corporations. He received his B.S. in Building Theory, B.A. in Business, and B.A. degree in Economics, all from Washington State University. Subsequently he received his M.S. in Management (MBA) from Purdue University and his P.D. in Engineering from the University of Wisconsin-Madison. Professor Opfer has been involved as an estimator, lead estimator, chief estimator, and estimating consultant on billions of dollars of construction projects over his career.
