Learn historical and recent federal legislation, what agencies implement federal wetlands
regulations, how to secure a CWA Section 404 permit and comply with section 404(b)(1).
Webinar Instructions

B. Demar Hooper
Law Offices of B. Demar HooperMr. Hooper works exclusively with clients in the government-regulated community on environmental land use issues. His work includes securing environmental entitlements (permits) for agricultural, residential, commercial, industrial, mining, and school projects. He has obtained approvals for residential subdivision and parcel maps, use permits, variances, rezones, general plan amendments, infrastructure financing and development agreements. Although most of his work has been in California, he has also conducted federal environmental law work in Nevada and Washington.
His environmental tasks include securing Clean Water Act Section 404 permits from the U.S. Army Corps of Engineers, negotiating endangered species take permits under both California and federal law, and legal reviews of National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) documents.
Legislative experience includes sponsoring and securing passage of California’s only wetland mitigation banking legislation, participating in negotiating successful amendments to the California Endangered Species Act, and amending California’s Williamson Land Conservation Act to benefit mining companies.

Course Description: This three-hour course covers federal wetlands laws and enforcement, the National Food Security Act of 1985, agencies charged with implementing and enforcing wetlands laws, wetlands permitting, and guidance for assembling a multi-disciplinary team.
