All attendees must log-on through their own email – attendees may not watch together if they wish to earn continuing education credit. HalfMoon Education Inc. must be able to prove attendance if either the attendee or HalfMoon Education Inc. is audited. 

Certificates of completion can be downloaded in PDF form upon passing a short quiz. A link to the quiz will be sent to each qualifying attendee immediately after the webinar. The certificate can be downloaded from the Results page of the quiz upon scoring 80% or higher.

This webinar is open to the public and is designed to qualify for 6.0 PDHs for professional engineers, 6.0 HSW continuing education hours for licensed architects, and 6.0 HSW continuing education hours for landscape architects in all states that allow this learning method. David K. Hein, P.Eng.

Mr. Hein is a consulting civil engineer with over 40 years of experience in the design, evaluation and management of transportation infrastructure. He retired from Applied Research Associates, Inc. of Toronto, Canada, where he managed the 90-person Transportation Infrastructure Division in the U.S. and Canada. Mr. Hein is the past president of the American Society of Civil Engineers Transportation and Development Institute (ASCE T&DI), and chair of several engineering standards committees. He is a member of the Transportation Association of Canada (TAC), past-chair of the pavements committee and past member of the Transportation Research Board pavement management, pavement maintenance and pavement preservation committees. Mr. Hein has been a member of the World Road Association (WRA) pavements and asset management committees since 2002. He has been involved in numerous national and international research, evaluation and asset management projects for Federal, State, Provincial and Municipal agencies and for many of the public/private/partnership highway construction projects across Canada and the United States.

Course Title: Effective Design and Management of Municipal Pavements

Delivery Method: Live Online 

Course Description: This six-hour course provides a comprehensive overview of the design and management of municipal pavements. The course covers the history and fundamentals of pavement design, flexible and rigid pavement systems, and established design methods including the AASHTO pavement design method and mechanistic design approaches. The program also addresses non-destructive testing techniques, pavement management systems, and the development and implementation of effective pavement preservation programs for both flexible and rigid pavements.

Learning Objectives: 

Learning Objective 1: Learners will be able to apply established pavement design methods to evaluate cost-effective construction and maintenance strategies.

Learning Objective 2: Learners will be able to interpret results from non-destructive testing techniques, including surface condition surveys and roughness and friction assessments, to evaluate pavement performance.

Learning Objective 3: Learners will be able to analyze pavement management processes, including data collection, performance modeling, and budgeting to support infrastructure decision-making.

Learning Objective 4: Learners will be able to develop and evaluate pavement preservation programs, including preservation techniques for both flexible and rigid pavements, with consideration of how design and construction decisions affect long-term pavement performance.
