Vincent A. Boccia, P.E.
Consulting Engineering Services at Engineered Building Inspections, P.C., in Garden City Park, NYMr. Boccia is a licensed New York State Professional Engineer with expertise in waterproofing, façade restoration, and forensic structural engineering. He earned his Bachelor of Engineering degree from Hofstra University and a Master of Science degree in Civil Engineering from NYU Polytechnic University in Brooklyn, New York.
Mr. Boccia has acquired extensive building construction experience, particularly in identifying problematic building details and designing effective solutions. He specializes in diagnosing water intrusion and drainage issues both above and below grade and has designed waterproofing systems for thousands of residential and commercial buildings.
As a certified instructor, Mr. Boccia has lectured to engineers, architects, and building inspectors on the proper diagnosis and waterproofing of various structures. His lectures are accredited for continuing education for these professionals. Mr. Boccia is a leading authority on waterproofing and building restoration in the New York area.
Mr. Boccia provides expert court testimony, including forensic engineering evaluations. He has assessed numerous building defects caused by adjacent construction activities, fall accidents resulting from poor design, and other construction-related conditions. By virtue of his education, training, scientific and technical knowledge, and experience, Mr. Boccia is recognized as a court expert and has provided testimony in a variety of legal cases. Mr. Boccia is a longstanding member of the National Society of Professional Engineers, the American Society of Professional Engineers, and many other engineering and restoration organizations.

President and Managing Member of CLM Engineering Associates, in Stamford, CTCLM Engineering is a multi-faceted engineering firm offering construction management and engineering, and forensic investigations. Mr. Moskowitz is a member of the American Society of Safety Engineers, the National Society of Professional Engineers, the American Society of Civil Engineers and the Connecticut Society of Civil Engineers. Mr. Moskowitz earned his B.S. degree in Civil Engineering from the University of Maine, his Master of Business Administration from the University of Bridgeport, his Master in Construction Administration from Columbia University, and his Certificate in Mediation from Quinnipiac College School of Law.

He is a certified Code Enforcement Officer in New York State and holds ICC credentials as an Energy Code Inspector and Plans Examiner. Throughout his career, Mr. Pakatar has played an active role in the development and implementation of building codes, contributing to the creation of policies and protocols that support energy efficiency and code compliance. Over the past two decades, he has designed and delivered training programs for code officials, design professionals, and construction industry stakeholders across the Northeast, Mid-Atlantic, and nationwide. Course Description: This six-hour course focuses on strategies used to design and construct moisture-resistant buildings in New York state. The course explores moisture movement in and around buildings, the prevention of water intrusion, and the effects of moisture on building systems and occupant health. The course examines design solutions for doors, windows, walls, roofs, and mechanical systems to control moisture within buildings.
Learning Objectives:
Learning Objective 1: Learners will be able to identify sources of exterior and interior moisture and condensation and discuss how air and moisture move within buildings and their effects.
Learning Objective 2: Learners will be able to design moisture-resistant details for doors and windows, explain how to grade sites to drain water from foundations and utilize foundation drainage systems.
Learning Objective 3: Learners will be able to apply best practices for moisture management in wall cladding and roofing systems, including the utilization of air, vapor, and waterproofing barriers.
Learning Objective 4: Learners will be able to evaluate the role of plumbing, HVAC, and ventilation systems in controlling interior moisture.
