All attendees must log-on through their own email – attendees may not watch together if they wish to earn continuing education credit. HalfMoon Education Inc. must be able to prove attendance if either the attendee or HalfMoon Education Inc. is audited.

Speakers
Jayne E. Esch
Jayne E. Esch is an attorney at Rinke Noonan Law Firm.
She practices in South Dakota and Minnesota, specializing in agricultural and environmental litigation and criminal defense matters. She has experience representing clients in Fish and Wildlife Service wetland easement map appeals and compliance matters, South Dakota drainage permitting and civil law rule litigation, Minnesota Wetland Conservation Act compliance and reasonable use rule disputes, Endangered Species Act litigation, Clean Water Act compliance, NRCS certified wetland determinations, Farm Bill and crop insurance compliance, and general litigation and criminal defense matters. She graduated summa cum laude from the University of Minnesota-Twin Cities and was a member of the University of Minnesota’s Dairy Judging Team during undergrad. She attended the University of Minnesota Law School and joined Rinke Noonan after graduating in 2017.
Karen Cameron Howell
Karen Cameron Howell is President of Wetland Specialists, Inc.
She is a wetland ecologist with a Master’s degree from South Dakota State University where she studied plant science (entomology). She has over 40 years of extensive experience in environmental compliance, wetland identification and delineation, and water quality resource assessment. She has completed 3,500 wetland determinations in her career and is a certified wetlands instructor. Karen’s strong wetlands technological foundation, along with her “big picture” approach to wetlands functions and values, allows her to provide insightful response to complex issues.
Donna Jacob PHD
Donna Jacob, PhD, PWS, is an Environmental Scientist at Houston Engineering, Inc.
(HEI) with 25 years of experience in the areas of wetland ecology research and applied science. After stints in paleobotany at the Smithsonian Institution and the Field Museum of Natural History, she changed research interests to contemporary ecosystems and received her PhD from University College Dublin in the Republic of Ireland. She then spent ten years as an Assistant/Associate Research Professor at North Dakota State University, working as Co-Director of the North Dakota Metal Analysis Core (NIH) and founding the Wet Ecosystem Research Group. She supervised six students pursuing PhDs, four students pursuing master’s degrees, and over 100 undergraduates in the biogeochemistry laboratory. She also published 28 peer-reviewed scientific articles. In 2014, she moved to the private sector and became a wetland practitioner at Houston Engineering, Inc. She now spends her time working to protect and enhance natural areas by performing aquatic resources delineations and various ecological assessments, developing wetland banking and restoration sites, and writing NEPA documents. She is a long-time member of the Society of Wetland Scientists and received certification as a Professional Wetland Scientist (PWS) in 2015. She lives in rural Minnesota with her scientist husband and future-scientist teenage son.
Kale Van
Rinke NoonanMr. Van Bruggen concentrates his practice in agricultural law, including farm program benefits; crop insurance disputes, farm leases and drainage law; environment and natural resources; water law and wetland regulation. He graduated magna cum laude from North Dakota State University with a degree in Business Administration. He received his law degree, with an emphasis on food and agriculture, from the Drake University Law School with highest honors and Order of the Coif. Mr. Van Bruggen serves on the MSBA Agricultural and Rural Law Section Council and as the Section’s Secretary.

Course Description: This 6.0 hour live online presentation covers wetland identification, the wetland permitting process, federal and state wetland laws, and wetland preservation, restoration, creation and enhancement.

Learners will be able to identify wetlands by the presence of particular vegetation and identifying their soil.
Learning Objective 2:
Learners will be able to reference and comply with relevant provisions in the Federal Clean Water Act and the National Food Security Act, plus state and tribal laws and regulations and the agencies that are charged with enforcing these acts and regulations.
Learning Objective 3:
Learners will be able to explain the importance of wetlands and will be able to describe strategies and techniques for preserving, restoring, creating, and enhancing wetlands.
Learning Objective 4:
Learners will be able to explain the wetlands permitting process, including when it is necessary, notice provisions, review process, mitigation and compensation requirements, and the appeal process.
