Mr. Allison a licensed landscape architect in Maryland and an ISA Certified Arborist with TRAQ qualifications. He is the Environmental Team Leader for Rodgers Consulting and has over fourteen years of experience designing and providing project management over infrastructure and stormwater landscape architectural projects in New York, Delaware, Virginia and the Baltimore DC Metro area. Mr. Allison has worked on both private and public sector projects including notable projects – ICC ESCM restoration efforts, SHA TMDL stormwater design and retrofits, MD 404 Dualization, and stormwater mitigation design for the Dulles Silver Line. Mr. Allison is responsible for managing the environmental division and providing consulting services for all the land development projects within the company. His services include, preparing natural resource inventories/forest stand delineations, forest conservation plans, wetland delineations, joint permit applications and coordinate jurisdictional boundaries with Maryland Department of the Environment as well as the Army Corps of Engineers. His passion for evolving ecosystems has translated into environmentally centered design responses that reflect and uplift local habitats while providing necessary development.

Mr. Brem is a registered professional engineer in Massachusetts, New Hampshire, and Maine. He has led his own small civil engineering and land surveying practice for over 31 years with two offices and up to 25 employees. Mr. Brem’s experience includes designing private land developments, storm water management systems, sanitary sewer systems, wastewater treatment facilities, roadways, surveying, construction management, and a host of other professional services primarily for private, for-profit companies. He has been involved in the design of over 3500 residential single-family house lots many of which were open space or cluster developments, thousands of condominium units, and over 2.5 million square feet of commercial/ industrial/institutional space. Mr. Brem has advised MassDEP in numerous task forces and committees including as a present full member of the Stormwater Advisory Committee and on the Title 5, Septic System Stakeholders Group. He is currently the president elect, past treasurer, and member of the Board of Directors for HBRAM (the Massachusetts Homebuilders Association). Mr. Brem is also the immediate past president of NEBRA, and a national delegate of the National Association of Home Builders based in Washington, DC. He has co-authored, with Harvard Law School Professors Joseph William Singer and Brandon Storm, a legal case study on development entitled the “Case of the Interfaith Neighbors”, July 2016 (PSW021-SM01). Mr. Brem is active professionally and recreationally as an avid skier, boater, and golfer.

Dr. Garcia develops innovative policies and educational programs to make communities and cities cleaner, sustainable, resilient, and equitable. He is the lead author of Atlanta’s Climate Action Plan and led a collaborative effort with more than 40 stakeholders to the 100 Resilience Cities application, awarded to the City of Atlanta in 2016. Dr. Garcia is a member of the Georgia Research Roadmap steering committee, an initiative of the Georgia Climate Project lead by University of Georgia, Georgia Tech, and Emory University, which has a goal of improving understanding of climate impacts and solutions in Georgia. He received the Individual Climate Leadership Award by the EPA in 2017 and the Green Ring Award by the Climate Reality Project. These awards recognized Dr. Garcia’s leadership in addressing climate change and engaging organizations, peers, and partners. He represented the Mayor of Atlanta at COP23 in Bonn, Germany and presented at an event organized by the International Urban Cooperation Programmer related to global cooperation to address climate change. Dr. Garcia’s publications on urban sustainability, climate change and sustainability education are numerous. His academic experiences include a position as a research assistant and two teaching assistant positions at Columbia University, a faculty adjunct and thesis advisor position at Concordia University, and faculty adjunct positions for the UCLA-Extension Program, the Georgia Institute of Technology and Johns Hopkins University. Dr. Garcia holds an engineering degree, an MSc degree in Management of Information Technologies, an MSc degree in Sustainability Management, and a doctoral degree in Educational Technology and Sustainability. 

Mr. Plumpe founded STUDIO39 Landscape Architecture in 1993. He serves as president and principal landscape architect. In this role, he is responsible for oversight of all projects from conception and coordination through the implementation of design decisions. Clients appreciate his attention to detail, ability to understand and incorporate their needs, and his hands-on approach. His dedication to creating memorable spaces and developing community through design has been an integral part of STUDIO39’s success. Mr. Plumpe received his BS degree in Landscape Architecture from Ohio State University. His certifications and affiliations include: Registered Landscape Architect: Maryland, Illinois, New Jersey, New York, South Carolina, Virginia and Washington, D.C.; member, American Society of Landscape Architects (ASLA); board member, Fairfax County Architectural Review Board (ARB) for Historical Sites; past instructor, George Washington University’s Landscape Design Certificate Program. He is a member of the Urban Land Institute (ULI); the United States Green Building Council (USGBC); and the International Council of Shopping Centers (ICSC).
