Deborah A. Fisher P.E. CFM. CPESC

Owner, Senior Water Resources Engineer at Water Engineering Solutions LLC
Ms. Fisher has over 30 years of experience in hydrology and hydraulics, having designed hundreds of drainage and water quality treatment facilities all along the front range of Colorado. She has also authored hundreds of drainage studies and is well versed in low impact development, groundwater investigation, and emergency flood mitigation. She was the continuing education director for Martin/Martin for over ten years, and she conducted several hundred classes for the civil department. Ms. Fisher’s current passion is helping people and solving water problems, particularly related to floodplains, and understanding water migration and control, both on the surface and underground. She has evaluated hundreds of sites and performed water issue evaluations of floodplains and for conditions such as standing water, wet basements, excessive sump pump discharges, and multiple other drainage issues.

Course Title: Colorado Urban Stormwater Management

Course Description: This six-hour course for design professionals provides a holistic view of urban stormwater management, including the science, objectives and techniques, but also focuses sharply on the design, operation and maintenance of systems such as detention basins, sump pumps, and rain gardens and the techniques that design professionals utilize to increase drainage in the landscape and in building foundations.

Learning Objectives:

Learning Objective 1:
Learners will be able to understand and apply the science of stormwater, including hydrology, soil science, drainage, modeling, and classifying storm events.

Learning Objective 2:
Learners will be able to design detention basins for stormwater storage with appropriate infiltration, vegetation, and outlet design while considering soils and sediment.

Learning Objective 3:
Learners will be able to maximize foundation drainage through various designs such as French drains, perimeter drains, underdrains, and sump pumps, as well as an understanding of how water moves through soil.

Learning Objective 4:
Learners will be able to consider the lessons of the past in order to prepare for the future- these include issues that are not necessarily in criteria manuals, such as water quality problems (fertilizers, debris, E-coli) and other issues.

Learning Objective 5:
Learners will be able to engage in sustainable stormwater management design through the use of rain gardens and the retrofitting of existing systems.

Learning Objective 6:
Learners will be able to properly maintain stormwater management systems, including storm sewers, subdrainage systems, and detention basins.
