Speakers
Alan Forester, CPA
Attorney at Law with CPA Offices of Alan Forester in Beverly Hills, CAMr. Forester practices in the areas of tax and trust law, personal injury and criminal law. He also testified as an expert witness in various state and federal courts in California. Mr. Forester is a Certified Public Accountant, Attorney, and Economist. As a CPA , he provides accounting, financial, and business valuation services. He received his M.A. in Economics and Finance, his Ph.D. Candidacy degree in Economics from UCLA, and his Juris Doctor from Loyola Law School, Los Angeles. Mr. Forester is an adjunct professor at California State University (CSU) and has teaching credentials in Accounting and Economics. He has taught tax, accounting, business law, statistics, and computer courses to graduate and undergraduate students. Mr. Forester is a Judicial Arbitrator of the Superior Court of the State of California for Los Angeles County as well as a mandatory fee arbitration for the State Bar of California.
Andre Hollings
Information Officer for the California Dept. of Tax and Fee Administration in Ventura, CAMr. Holling’s primary responsibility is teaching sales tax law and regulation to a wide spectrum of California industries such as construction contracting, restaurants, automotive repair and motor vehicle dealers, wine growers and distributors, etc. through weekly webinars. His other responsibilities as an Information Officer include being the Ventura Office’s Recruitment Coordinator, representing the CDTFA at regional speaking engagements, and assisting CDTFA account holders file their sales and use tax returns in the Ventura Office. Prior to his service at the CDTFA, Andre built his legislative background by working for the Vice Chair of the Armed Services Committee in the House of Representatives from 2009-2010; and a California State Assembly Member from 2012-2016. In both posts he served as a Field Deputy with portfolios that included aerospace, veterans’ affairs, and constituent services, and community development. It is this background and skillset that Andre brought to the CDTFA in 2016.
Kevan P. McLaughlin, Esq., LL.M
Founder/Managing Partner of McLaughlin Legal, APC, in San Diego, CAMr. McLaughlin is a Certified Tax Law Specialist who focuses his practice as a San Diego tax attorney on Federal and California tax law, with a special emphasis on representing taxpayers in civil and criminal tax litigation and controversy cases. Kevan has worked with the California State Board of Equalization Taxpayer Appeals Assistance Program, the Legal Aid Society of San Diego, and the San Diego County Bar Association’s U.S. Tax Court Pro Bono Program. Mr. McLaughlin has been recognized as a Super Lawyer and Super Lawyer Rising Star from 2015-2025. He has held a leadership position within the Young Tax Lawyers of the California State Bar Tax Section, is a past Co-Chair of the San Diego County Bar Association’s Taxation Section, and past Editor of the California Journal of Tax Litigation. He previously served on the Executive Committee of the California Lawyers Association Taxation Section, is a new Fellow in the American College of Tax Counsel, and lectures a course, “Ethics for Accountants,” at San Diego State University.
Dennis L. Perez
Principal at Hochman Salkin Toscher Perez P.C., in Beverly Hills, CAMr. Perez represents and advises clients in foreign and domestic civil tax examinations and administrative appeals where substantial civil income tax and penalty issues may arise, and he has extensive experience in representing clients in criminal tax fraud investigations and prosecutions. He also represents clients in the U.S. Tax Court and in all federal trial and appellate courts. These are matters before the Internal Revenue Service, Chief Counsel, IRS, and the Department of Justice, Tax Division. Mr. Perez also represents entities and individuals before the California Franchise Tax Board, Employment Development Department and Department of Tax and Fee Administration on a variety of income tax, business tax, employment tax and sales tax issues. Mr. Perez is a former senior trial attorney with the IRS District Counsel in Los Angeles. He is a member of the Planning Committee of the UCLA Extension Annual Tax Controversy Institute and is also a Certified Specialist, Taxation Law, State Bar of California, Board of Legal Specialization and a fellow of the American College of Tax Counsel.
Ruben Sislyan
Shareholder at Greenberg Traurig, LLP, in Los Angeles, CAMr. Sislyan focuses his practice on California state and local tax controversies at the audit, administrative, and judicial levels. He has broad experience representing Fortune 500 and middle-market companies, closely held businesses, start-ups, families, and individuals in a wide range of state and local taxes, including corporate franchise/income, personal income, sales and use, property, tobacco, and gross receipts and other local taxes. He regularly practices before California’s state and local tax agencies and tribunals, including the Franchise Tax Board, the California Department of Tax and Fee Administration, the State Board of Equalization, the Office of Tax Appeals, and the Los Angeles Office of Finance. Ruben also has experience representing clients in California courts and challenging unlawful taxes.
Jennifer A. Vincent
Associate at Greenberg Traurig, LLP, in Sacramento, CAMs. Vincent focuses on federal and state tax controversies and litigation. Ms. Vincent represents both individuals and companies in proceedings before the Internal Revenue Service and before California taxing authorities, including the Franchise Tax Board and the California Department of Tax and Fee Administration. She also assists clients with compliance counseling for both federal and state-based tax issues. Ms. Vincent has considerable experience in defending clients in federal offshore audits and income tax examinations and in California income, sales and use tax, and property tax matters.
