Joseph B. Chaiban PE, MBA, JD
Mr. Chaiban is an experienced engineer, law graduate, Florida Supreme Court certified circuit-civil mediator and a Florida Licensed practicing structural engineer. He has over 35 years of experience specializing in structural design, concrete restoration and structural inspections, forensic engineering, expert witness services, construction dispute cases and structural engineering services. In addition, Mr. Chaiban has a broad range of experience in design and inspection from civil and structural (bridge, buildings, utilities, drainage, roadway, and foundations) engineering, extensive projects, research, and knowledge of 2017 FBC and Florida statutes as they relate to the construction industry. Mr. Chaiban has participated in numerous cases and litigation support involving expert witness testimony including mediation.

Course Description: This 6-hour course explores the challenges of construction and maintenance of buildings in Florida, common causes of structural failure and how to prevent it through proper design and practices. The course focuses on the forensic engineering process and provides maintenance, repair and improvement techniques.
Learning Objectives:
Learning Objective 1:
Learners will be able to review and understand the challenges of construction and maintenance in Florida, including storm events, floods, salt degradation, sinkholes and sea level rise.
Learning Objective 2:
Learners will be able to explain the importance of standards and codes, the duties of design professionals, the design process, standards of care and the legal and economic impacts of failure.
Learning Objective 3:
Learners will be able to examine historic failures and discuss the lessons learned from the cause(s) of failure, including defective construction, material deficiencies, excessive loadings, deterioration, “acts of God,” and other causes of failure.
Learning Objective 4:
Learners will be able to review maintenance practices, repairs and improvements that maintain structural integrity of existing buildings, as well as plan for the structure’s end of life.
