Matt Schweisberg

PWS Principal, Wetland Strategies and Solutions, LLC
Matt Schweisberg provides policy, regulatory and technical advice assistance for clients seeking to navigate a wide range of regulatory and non-regulatory issues related to wetlands and other aquatic resources. He works throughout the U.S. Mr. Schweisberg is a professional wetland scientist under the Professional Certification Program of the Society of Wetland Scientists. He is a retired federal wetlands ecologist and wildlife biologist who spent over 32 years with the U.S. Environmental Protection Agency at its headquarters office in Washington, D.C. and at the New England Region office in Boston. Mr. Schweisberg served as chief of the New England Region’s Wetlands Protection Program, as senior wetland ecologist, and on national work groups developing guidance and regulations on Clean Water Act jurisdiction.  

Mary Tilton

New Hampshire Department of Environmental Services

Wetlands Bureau of New Hampshire Department of Environmental Services
Ms. Tilton has worked at the New Hampshire Department of Environmental Services for more than 30 years, and currently serves as the Assistant Administrator for the Wetlands Bureau. She led an effort to rewrite coastal and inland state rules, the first rewrite since 1991. The rules were the result of a multi-year initiative to incorporate best available science, increase consistency, and streamline processes. She also has organized and led multiple internal work groups, 40 public meetings, many drafts, and thousands of responses to comments, in addition to her “regular” work supervising staff, putting in place wetland program plans and grant proposals, and overseeing wetlands permit activities. She has a B.A. degree in Botany and Zoology from Connecticut College, a M.S. degree in Zoology from the University of Rhode Island, and a J.D. degree from the UNH Law School.

Course Title: Wetlands Law and Compliance

Course Description: This seven-hour live lecture presentation examines wetland identification, federal and state wetland law and enforcement, the wetland permitting process, and compensatory mitigation.

Learning Objectives: 

Learning Objective 1:
Learners will be able to identify wetlands by observing wetland vegetation and soils, and they will be able to explain the importance of underlying wetland hydrology.

Learning Objective 2:
Learners will be able to reference and comply with federal and state wetlands laws and determine the applicability of these laws for particular projects.

Learning Objective 3:
Learners will be able to describe the wetland permitting process, including mitigation and compensation requirements for impacted wetland areas..

Learning Objective 4:
Learners will be able to explain the importance of wetlands, including flood storage, groundwater discharge and recharge, fish and wildlife habitat, shoreline stabilization, sediment and nutrient control nutrient, and recreation.
