Since 2002, he served as special counsel to the City of Carlsbad, and since 2012, he has represented IDE Americas, Inc., each with respect to the Claude “Bud” Lewis Carlsbad Desalination Plant, a 54 MGD seawater desalination project, the largest in the western hemisphere ,which IDE designed and operates. Mr. Solar has expertise in negotiating and documenting the purchase, sale, and lease of adjudicated groundwater rights and real property acquired for associated water rights; the acquisition, disposition, and lease of privately owned or municipal water systems; and many legal issues related to desalination facilities. In 2014 and 2015, he was named “Water Law – Attorney of the Year in California” by Corporate INTL Magazine.
