This seminar is open to the public. The State Bar of California has approved HalfMoon Education as an MCLE sponsor, and this program is certified for 6.0 CLE hours for attorneys and paralegals.
This event offers a non-credit continuing education opportunity to California engineers and geologists. Continuing education is not required for license maintenance in California.
Professional engineers seeking continuing education credit in other states will be able to apply the hours earned at this seminar, in most cases. Refer to specific state rules to determine eligibility.
Attendance will be monitored, and attendance certificates will be available after the seminar for most individuals who complete the entire event. Attendance certificates not available at the seminar will be mailed to participants within fifteen business days.

Steve Anderson
Best Best & Krieger LLPAttorney with Best Best & Krieger LLPMr. Anderson works on water rights, groundwater, wetlands, in-lieu fee program, endangered species, environmental mitigation, conservation easements and other natural resource law matters. As a partner at Best Best & Krieger LLP, he is a member of the firm’s Environmental Law & Natural Resources, Special Districts and Municipal Law practice groups. Mr. Anderson is regularly involved in water issues faced by public agencies and private clients across California, including water rights disputes, groundwater, recycled water, water diversions and reporting, drought impacts on water supply, implementation of the Sustainable Groundwater Management Act, water bonds (Proposition 1), water supply assessments, wastewater and integrated water planning. Mr. Anderson routinely drafts water rights opinions and contracts involving water supplies.

Keith Solar

Since 2002, he served as special counsel to the City of Carlsbad, and since 2012, he has represented IDE Americas, Inc., each with respect to the Claude “Bud” Lewis Carlsbad Desalination Plant, a 54 MGD seawater desalination project, the largest in the western hemisphere ,which IDE designed and operates. Mr. Solar has expertise in negotiating and documenting the purchase, sale, and lease of adjudicated groundwater rights and real property acquired for associated water rights; the acquisition, disposition, and lease of privately owned or municipal water systems; and many legal issues related to desalination facilities. In 2014 and 2015, he was named “Water Law – Attorney of the Year in California” by Corporate INTL Magazine. In 1982, Solar received an A.B. degree, with highest distinction, from Indiana University, where he was elected Phi Beta Kappa. In 1985, he received his J.D. degree, with great distinction, from McGeorge School of Law, University of the Pacific, where he was elected to the Order of the Coif.

Mr. Waterman solves complex land use, water quality, renewable energy and hazardous substance issues. With first-hand experience navigating the inextricably linked issues of land use and water in California, Mr. Waterman possesses the insight needed to efficiently navigate the environmental challenges that arise during a wide range of development and redevelopment projects. Mr. Waterman skillfully works through permitting, administrative and litigation matters, keeping his client’s goals at the forefront. His deep familiarity with the land use entitlement process and CEQA/NEPA environmental review is an integral asset to successful project outcomes. Mr. Waterman serves as the editor of Brownstein’s quarterly CEQA News You Can Use newsletter. From helping to secure federal and state water quality permits to counseling on contaminated sites.
