Continuing Education Credit Information
This seminar is open to the public and offers 6.5 continuing education hours to Virginia professional engineers. Educators and courses are not subject to preapproval in Virginia.
The Virginia MCLE Board has approved this course for 6.5 CLE hours, including 1.0 ethics hour, for attorneys.
Attendance will be monitored, and attendance certificates will be available after the seminar for most individuals who complete the entire program. Attendance certificates not available at the seminar will be mailed to participants within fifteen business days.

John Byrum
Woods RogersAttorney at Woods Rogers
Mr. Byrum practices in the Administrative and Regulatory, Appellate, Business and Corporate, Litigation, and Environmental law groups, litigating cases for businesses and individuals in state and federal courts and in mediation and arbitration proceedings. These include commercial contract, employment, and related actions as well as civil and criminal administrative enforcement proceedings. Mr. Byrum represents developers, financial institutions, public utilities, retailers, wholesalers and individuals in civil litigation and state and federal administrative proceedings. He has tried cases in circuit courts throughout the Commonwealth and before the Virginia State Corporation Commission, and he has handled more than 100 appeals before the Court of Appeals of Virginia, the Virginia Supreme Court, and the U.S. Court of Appeals for the Fourth Circuit.
Bryan Peeples
Attorney at Pender & Coward Attorneys and Counsellors at Law in Virginia Beach, VABryan Peeples focuses his practice in the areas of maritime and riparian law, construction law, worker’s compensation, and national security. A prolific author, he has written articles on Virginia aquaculture and maritime law, including the Chesapeake Bay Preservation Act; the Virginia Primary Sand Dune and Beaches Act; and the Virginia Tidal Wetlands Act. Mr. Peeples has been published in a number of professional journals on a variety of topics, ranging from Virginia real property law to the Anti-Terrorism Act. He is a member of the firm’s waterfront law practice group, and writes blog articles regularly on the group’s website devoted to waterfront (riparian) property rights law, maritime and admiralty law, and environmental law. He has also taught CLE courses on the topic of riparian rights throughout the Commonwealth. Before joining the firm in 2018, Mr. Peeples retired from the U.S. Navy after 22 years of service as a pilot. He completed seven combat deployments and served as the Commanding Officer of a helicopter squadron. His last assignment was Lead Rotational Planner for the Joint Staff, where he provided strategic advice to the Chairman of the Joint Chiefs and the Secretary of Defense.
Jesse Richardson
Professor of Law and the lead land use attorney at the Land Use and Sustainable Development Law Clinic at the West Virginia University College of Law
Before coming to WVU, Jesse Richardson was an associate professor at Virginia Tech. His research and experience focuses on land use law and water law. He began his legal career in private practice in his home town of Winchester, Virginia. Mr. Richardson has served on the board of directors of the American Agricultural Law Association where he was both President-Elect and President. Mr. Richardson previously served on the Virginia Water Policy Technical Advisory Committee. He was honored with the 1999 Professional Scholarship Award from the American Agricultural Law Association, the 2004 William E. Wine Award for a history of teaching excellence from Virginia Tech (the highest teaching award granted by the university), and the 2009 University Certificate of Excellence in Outreach.
Andrew Silton

Mr. Silton’s practice focuses primarily on issues arising under the nation’s water quality laws and spans regulatory counseling, enforcement defense, and litigation. Located in Washington DC, he is currently the deputy chair of the firm’s Water Practice Group and represents clients from both the private and public sectors in matters arising under the Clean Water Act and state law. Prior to entering private practice, Mr. Silton gained experience working for the government and tackling emerging issues relating to adaptation to climate change. Immediately after graduating from Georgetown University Law Center, he served as a special law clerk at the United States Environmental Protection Agency (EPA) in Philadelphia, where he prepared cost recovery and enforcement actions under CERCLA and the Emergency Planning and Community Right-to-Know Act (EPCRA). Mr. Silton received his B.A. degree from the University of Virginia.
