Manager of the Environmental and Energy Planning division at INCOG INCOG is a council of governments which includes five counties, aproximately 50 cities and towns and two Indian nations. Previously Mr. Seaman was INCOG’s senior environmental planner, and he has spent the past 11 years working on environmental issues including water quality, water supply, stormwater and air quality, as well as energy and alternative fuels projects. Before joining INCOG, Mr. Seaman worked for 20 years in environmental analytical laboratories in Oklahoma focusing on environmental issues and problem resolution. He earned his B.S. degree in biology from St. Ambrose University in Davenport, Iowa.
