Mr. Burack with Burack Environmental Law Office has over 40 years of exclusively environmental legal experience, including four years as an enforcement attorney with U.S. EPA in Washington, DC, and ten years as a partner with Pepper Hamilton, LLP, in Philadelphia. Mr. Burack has represented industrial and commercial clients in a wide variety of regulatory and enforcement matters including: stormwater citizen suit and agency enforcement actions, stormwater permitting, Brownfield site acquisitions, site cleanups, and cost-recovery claims against historic site owners. Mr. Burack is a 1976 graduate of University of Illinois (B.A., Psychology) with a law degree from Washington University (St. Louis) in 1979. He is admitted to practice in Pennsylvania, Illinois, and the District of Columbia, and he is an approved mediator pursuant to Rule 53.3 of the Federal District Court for the Eastern District of Pennsylvania. Mr. Hagerty is a civil and environmental engineer with over 30 years of experience in the environmental and civil engineering consulting industry. Mr. Hagerty’s areas of competency and practice have included environmental permitting and compliance, environmental insurance support, storage tank containment system compliance, dam and waterway engineering, environmental remediation, landfill design and compliance, stormwater management, natural resources, land development support, remedial design, contaminated sediment management, residential metals remediation and construction QA/QC. Mr. Hagerty is dual licensed as a professional engineer (DE, MD, MO, NJ, PA and VA) and a professional geologist (DE). He earned his B.C.E., Civil Engineering from the University of Delaware and his M.S., Civil/Environmental Engineering from Villanova University.

Mr. Hann focuses his practice on environmental law and municipal law, and chairs the firm’s Environmental Law Department. He represents a diverse client base, which includes municipal authorities, municipalities, business entities, builders and developers. Steve personally handles all facets of a sophisticated environmental law practice, such as environmental litigation with federal and state government agencies and private parties, advising/representing clients on regulatory, permitting and compliance matters, and guiding clients on environmental issues arising in business and real estate transactions. He provides clients with experienced counseling on federal and state legislative and regulatory developments.  Mr. Hann has developed an extensive practice in the area of municipal law, with a specific emphasis on municipal authorities. Steve is the East Region Solicitor (responsible for the eastern half of Pennsylvania) for the Pennsylvania Municipal Authorities Association (“PMAA”), an organization representing the interests of over 700 municipal authorities in Pennsylvania.  He provides guidance to PMAA member authorities and firm clients on a variety of municipal authority-related matters, including general water, wastewater and environmental issues; stormwater management; permitting; regulatory compliance; sewage facilities planning; waste load management; board member issues; tapping fees and rates; water and sewer regulations; and, compliance with state law bidding and procurement requirements. Steve provides experienced counseling on various statutes, such as the Municipality Authorities Act, Sunshine Act, Right-to-Know Law and Ethics Act. He has been appointed as both solicitor and special counsel for municipal entities, and has been retained as both an expert and mediator in matters involving municipal authorities. He is a frequent author and speaker on both environmental law and municipal law-related issues.  

Ms. Phillips is an attorney in Holland & Knight’s Boston office who concentrates her practice in litigation, regulatory, energy and environmental law. Ms. Phillips’ environmental practice focuses on brownfields redevelopment and remediation, including former military installations, former manufactured gas plants (MGPs) and vapor intrusion sites. Her energy practice focuses on LNG terminal operations, natural gas pipeline permitting and operations, construction, and eminent domain. Her litigation experience involves hazardous waste disputes, civil and administrative enforcement defense under federal and state environmental regulatory programs, and defense of citizen suits under the CWA and RCRA, as well as construction, land use, permitting, utilities, regulatory, toxic tort and contract matters.

Mr. Rosenbaum is a partner of The Environmental Law Group, LLP, practicing in the areas of environment, land use and natural resources, with an emphasis on water quality and land use laws affecting infrastructure and renewable energy projects. He develops compliance strategies for clients regulated under the storm water provisions of the Clean Water Act, the Endangered Species Act, the California Environmental Quality Act and other state and federal resources statutes. Relying on his broad experience with environmental permits and environmental management systems, Mr. Rosenbaum helps clients develop and implement solutions to environmental regulations that are both legally defensible and economically sustainable. He also assists his clients in defending their regulatory compliance programs against challenges by regulatory agencies and environmental groups.

Mr. Witt is the vice president of Environmental Services for CMI. He has over 30 years of environmental program experience helping industrial facilities comply with a variety of environmental compliance issues. Mr. Witt has a bachelor of science degree in Chemical Engineering from Pennsylvania State University and a master of science degree in Environmental Engineering, which aids in his ability to provide experienced environmental auditing and National Point Source Discharge Elimination System (NPDES) permit preparation for a variety of industries.

Mr. White has over 20 years of experience in engineering, ranging from compliance and industrial wastewater and air treatment system evaluations to remedial study/design projects. Mr. White works with clients across a variety of industries, including iron and steel, utilities, specialty chemicals, food and food additive processing, and petroleum refining. He has particular expertise in industrial wastewater and stormwater regulatory review and implementation support under the National Pollutant Discharge Elimination System (NPDES) Program. Mr. White earned a B.S. degree in Civil Engineering from the University of Massachusetts in Amherst and an M.S. degree in Environmental Engineering from the University of Michigan.

Dan Wright Montrose Environmental Group
Mr. Wright is the director of operations for the Site Design at Montrose Environmental Group. He is a civil engineer and serves as project manager and senior project consultant for numerous land development projects. His duties include project planning; engineering analysis; municipal and permitting agency coordination; and production of land development plans, construction plans, and reports. Mr. Wright has been working in the site design field since 1984, working on large and small multi-disciplined private and public land development projects. Mr. Wright has developed a unified design approach that coordinates planning, architecture, and landscape architecture with the civil engineering design based on his experience working with various types of clients. This approach has enabled Mr. Wright to successfully manage projects from conceptual design through completion of construction on a variety of commercial, residential, industrial, and institutional projects. Mr. Wright’s duties include project planning; engineering analyses; and production of land development plans, construction plans, and reports. Mr. Wright specializes in creating engineering designs that are efficient but that also enhance the project. Complex grading and utility coordination designs significantly contributed to several redevelopment projects in the City of Philadelphia. Mr. Wright is also the township engineer and township zoning officer for Charlestown Township in Chester County, Pennsylvania.
