Managing Shareholder with Buchanan Ingersoll & Rooney, P.C.Mr. Solar, the managing shareholder of the San Diego office of Buchanan Ingersoll & Rooney, represents public and private clients in water rights and water-related issues, with particular emphasis in desalination and potable reuse. Since 2002, he served as special counsel to the City of Carlsbad, and since 2012, he has represented IDE Americas, Inc., each with respect to the Claude “Bud” Lewis Carlsbad Desalination Plant, a 54 MGD seawater desalination project, the largest in the western hemisphere ,which IDE designed and operates. Mr. Solar has expertise in negotiating and documenting the purchase, sale, and lease of adjudicated groundwater rights and real property acquired for associated water rights; the acquisition, disposition, and lease of privately owned or municipal water systems; and many legal issues related to desalination facilities. In 2014 and 2015, he was named “Water Law – Attorney of the Year in California” by Corporate INTL Magazine. In 1982, Solar received an A.B. degree, with highest distinction, from Indiana University, where he was elected Phi Beta Kappa. In 1985, he received his J.D. degree, with great distinction, from McGeorge School of Law, University of the Pacific, where he was elected to the Order of the Coif.
