Lanc & Tully Engineering and Surveying, P.C., in NYMr. O’Rourke is a professional engineer in the state of New York with over 30 years of water systems experience. He is responsible for preliminary and final design of various municipal and private projects, specifically involving environmental regulations and their impacts such as water and waste water treatment design, drainage analyses, stormwater management systems, wetland disturbance mitigation, underground bulk storage, mining permits and associated plans, Phase 1 Environmental Assessments, landfill reclamation and injection well permits. Mr. O’Rourke coordinates with Federal, State and Local authorities to procure permits for the above noted activities. He is responsible for coordinating the preliminary and final design, technical specifications and contract documents for municipal public bid projects, including wastewater collection systems, sewer pumping stations, water distribution and water booster stations for the City of Beacon, the Towns of Hamptonburgh and Newburgh and the Villages of Monroe, Montgomery and Walden. Mr. O’Rourke completed his B.S. degree in Geological Science from the State University of New York Oneonta, and he did his graduate coursework at the State University of New York New Paltz.
