Mr. Barr is a practicing civil engineer working in stormwater and floodplain management. He has a Master’s degree from the University of Iowa in Hydraulic Engineering with an emphasis in river engineering. Most of his career has been spent developing and reviewing regulatory flood models, designing stream bank stabilization and storm sewer design. Mr. Barr has taught courses in open channel hydraulics at both the graduate and undergraduate levels and he emphasizes qualitative understanding supported by quantitative analysis. He is a member of the International Association for Hydro-Environment Engineering and Research (IAHR) and the Association of State Floodplain Managers (ASFPM).
