Mr. Spann is a native of Memphis and he received his Bachelor’s and Master’s degrees in Geology from the University of Memphis. He has worked for 15 years with State of Tennessee’s Division of Remediation and has been the State’s Brownfield and Voluntary Program Coordinator for TDEC’s Division of Remediation since 2015. The State’s Voluntary Program supports the redevelopment and revitalization of brownfields to protect the environment, reuse existing infrastructure, minimize urban sprawl and create economic opportunities. As the Brownfield and Voluntary Program Coordinator, Mr. Spann is responsible for statewide implementation of the Brownfield/Voluntary Program, including working with developers, communities and other stakeholders to address specific liability issues to facilitate sustainable brownfields redevelopment across the State.
