Mr. Dougherty uses his deep experience in the nonprofit field and public interest ethic to provide mission-driven organizations with the full array of legal advice and representation needed to succeed. He assists clients with the full life cycle of an organization, as well as represents residential utility consumer and environmental organizations in electric and gas cases before the Public Utilities Commission (PUCO). Before joining Hubay Dougherty in 2021, Mr. Dougherty spent 16 years as in-house counsel for the Ohio Environmental Council (OEC) family of organizations. At the OEC, he was general counsel and the chief legal analyst and advocate, representing the OEC and its members before the PUCO, the Environmental Review Appeals Commission, the Ohio General Assembly, and Congress. He has published and presented on numerous environmental law and non-profit law issues. Mr. Dougherty also created and directed the OEC’s Ohio Environmental Law Center. He holds a B.A. degree in English from The Ohio State University and a Juris Doctorate degree from Capital University Law School.
