Since 1979, he has consulted to attorneys, CPAs, Enrolled Agents, and tax return preparers on estate planning strategies, tax issues and operation of illegal domestic abusive trust tax shelters. Holding an active PTIN, he prepares U.S. estate and gift tax returns. For 11 years, Mr. Moy taught CPE courses at Portland Community College. For 12 consecutive years, he designed and coordinated the Annual National Estate Tax Conference for the National Society of Accountants (NSA), teaching at those conferences and many national conferences for the National Association of Tax Professionals (NATP), of which he is an active member. He earned a B.A. degree from Willamette University and a Master’s degree from Washington State University. Worthre TAM 9214010; provided expert technical assistance in IRS Estate Tax Settlement Conference Negotiations in Van Nuys, CA; obtained five favorable Oregon State Lottery Declaratory Rulings relative to lottery prize winnings transferred to a revocable living trust; provided expert testimony in California Superior Court re irrevocable trusts for minors in a structured settlement; has authored myriad articles for Tax Analysts Tax Practice and Tax Notes; Tax Management Estates, Gifts and Trusts Journal, National Public Accountant, and TAXPRO Journal.
