Deborah J. Williams is regulatory affairs director for City of Springfield Office of Public Utilities (City Water, Light & Power). She is responsible for a diverse variety of legal matters for CWLP including environmental, energy, safety, telecommunications and land use matters. Prior to joining CWLP in 2016, she spent nearly two decades with the State of Illinois including three years as an enforcement and regulatory attorney with the Office of the State Fire Marshal and 15 years as a regulatory attorney at the Illinois EPA for the Bureaus of Water and Air where she specialized in complex rulemakings and site-specific regulatory relief. She received her J.D. degree with high honors from Chicago-Kent College of Law in 1997, also earning a Certificate in Environmental and Energy Law.
