Project Manager/Cost Engineer at Crawford Consulting Services, LLCMr. Dobbins has 20 years of experience in program, project, construction, and cost management; cost estimating; value engineering; project deliverable development; and management for both federal and private clients. As a cost estimator for planning, design (conceptual through final), and construction of federal projects, his experience includes (but is not limited to) secure laboratory, research, industrial, and military application of both nuclear and science. Mr. Dobbins has completed projects that range in size from under $10,000 to over $8.5 billion in both CONUS and OCONUS locations. Additionally, Mr. Dobbins has supported the USACE, USAF, USCG, NAVFAC, DOE, NASA, ANG, VA, NPS, and AOC on a number of projects around the world. He has achieved numerous professional certifications in the past several years, including certified professional estimator (CPE), certified cost professional (CCP), and project management professional (PMP). Mr. Dobbins has proudly served on the board of The Association for the Advancement of Cost Engineering – Pittsburgh Chapter for several years and is a sitting board member.
