Ms. Rains is currently a project manager with Third Rock Consultants. Previously she had been with state government since May 2001, starting in the Division of Water’s Enforcement Branch where she issued notices of violations and negotiated/settled cases of noncompliance with municipalities and companies to return them into compliance with regulations. Ms. Rains became the state’s pretreatment program coordinator in July 2004, where her past experience in wastewater treatment plant operations was very useful in working with municipalities as they worked with industries to find a balance between successful commerce while still protecting the wastewater treatment plant. Prior to joining Third Rock, Ms. Rains had been the MS4 Coordinator for over 12 years where she worked with the MS4 communities to insure compliance with the KPDES Permit. She received a B.S. degree in Biology from Lincoln Memorial University.
