Bradford Grabske
Partner at Murphy & Evertz Attorneys at LawMr. Grabske specializes in real estate and complex business litigation. Mr. Grabske has successfully represented clients in high stakes trials and before the Court of Appeals. Glen Hansen
Senior Counsel at Abbott & Kindermann, LLPMr. Hansen litigates disputes involving real estate law, land use, environmental matters, and commercial transactions. He frequently litigates, writes about, and teaches at conferences on easements and boundary disputes. Mr. Hansen graduated summa cum laude with a bachelor of arts degree in American Studies from Biola University in La Mirada, California. He earned his law degree from the University of the Pacific, McGeorge School of Law. W. Michael Hensley
AlvardoSmithMr. Hensley is an accomplished trial lawyer. With close to 40 years of experience helping his clients resolve disputes – through trials, arbitrations, mediations, and appeals – he’s argued cases before the U.S. Supreme Court as well as all Southern California State and Federal courts. In addition, he’s often asked to assist clients across the country and as a result has made a number of pro hac vice appearances before various Federal and State courts throughout the United States. Throughout his career, Mr. Hensley has been involved in lawsuits related to a wide range of corporate disputes, from real estate, securities, and corporate governance issues, to trade secrets, employment matters, unfair competition, and California financing laws. Simon Offord, Esq.
Managing Partner at Brewer Offord & Pederson, LLPMr. Offord graduated from the University of California at Santa Barbara in 2005. Thereafter, he remained in Santa Barbara to work at a general litigation firm before attending law school at Santa Clara University and earning his J.D. degree in 2009. As a student at Santa Clara, he was named top of his class (receiving the CALI or the Witkin Award) in four of his courses, in addition to graduating on the Dean’s List. Mr. Offord joined the firm in 2009 after clerking for a law practice that primarily focused on real estate litigation and transactions. His experience includes law and motion practice and all stages of civil trials, including serving as lead counsel in many bench and jury trials. He has participated in State and Federal trials. He is heavily involved in the local real estate community, with an active role in several local real estate associations. Lauren Curtin
Attorney with Pool Brooke Plumlee, PC in Virginia Beach, VAMs. Curtin is an associate attorney whose practice focuses on civil litigation with an emphasis on land use, business litigation, estate litigation, and the Virginia Freedom of Information Act. Ms. Curtin earned her law degree from Washington & Lee University in 2020. While in law school, she served as President of the Federalist Society and Vice President of the Washington & Lee Veterans’ Advocates. During her third year, she served as a judicial extern for the Hon. Judge J. Fred Watson of the Virginia 24th Circuit. Ms. Curtin received a Bachelor of Business Administration from Roanoke College in 2015, where she graduated magna cum laude with honors. Bryan Peeples
Attorney at Pender & Coward, Attorneys and Counsellors at Law in Virginia Beach, VAMr. Peeples focuses his practice in the areas of maritime and riparian law, construction law, worker’s compensation, and national security. A prolific author, he has written articles on Virginia aquaculture and maritime law, including the Chesapeake Bay Preservation Act, the Virginia Primary Sand Dune and Beaches Act, and the Virginia Tidal Wetlands Act. Mr. Peeples has been published in a number of professional journals on a variety of topics, ranging from Virginia real property law to the Anti-Terrorism Act. He is a member of the firm’s waterfront law practice group, and he writes blog articles regularly on the group’s website devoted to waterfront (riparian) property rights law, maritime and admiralty law, and environmental law. Before joining the firm in 2018, Mr. Peeples retired from the U.S. Navy after 22 years of service as a pilot. He completed seven combat deployments and served as the Commanding Officer of a helicopter squadron. His last assignment was Lead Rotational Planner for the Joint Staff, where he provided strategic advice to the Chairman of the Joint Chiefs and the Secretary of Defense.

Fred Breedlove
Of Counsel, Dorsey & Whitney LLPMr. Breedlove focuses his practice on water rights transactions and permitting, state and federal land permitting, mining, administrative law, and governmental relations. His experience includes a wide variety of water rights transactions (groundwater, surface water, and Colorado River entitlements), assured water supply permitting, consultation on compliance with active management area management plans, water rights due diligence and permitting, state land acquisition, and National Historic Preservation Act compliance. Mr. Breedlove has represented land developers, landowners, golf courses, ranchers, farmers, private water and energy utility businesses, government agencies, and private equity investment firms. He also served for five years as the legislative liaison for the Arizona Department of Water Resources, during which time he managed several bills that were enacted, including the 2007 Water Adequacy Amendments. Mr. Breedlove has experience with the Arizona legislative process, bill drafting, and government relations. He earned his B.S. degree from Western Washington University, his Master of Studies in Environmental Law from Vermont Law School and his J.D. degree from Vermont Law School.
John Burnside
Attorney at Snell & Wilmer LLP in Phoenix, ArizonaMr. Burnside covers water rights and water quality as part of a broad-based environmental and natural resources law practice at Snell & Wilmer. Mr. Burnside regularly counsels and represents significant water interests in the State of Arizona, with a particular focus on mining and energy. Joan Card
Attorney and Partner at Culp & Kelly LLPJoan Card’s principal focus on water quality matters, including surface water quality standards and permitting, groundwater regulation and cleanup, and safe drinking water regulation and compliance. She advises and represents clients in permitting and enforcement actions under the Clean Water Act–including the section 402 (NPDES) and 404 (dredge and fill) permitting programs, the Safe Drinking Water Act. She has significant experience working with municipalities facing environmental legacy soil, ground, and source water impacts from industrial activity, ranging from century-old hard-rock mining impacts to more recent challenges resulting from the use of per- and polyfluoroalkyl substances, or PFAS. Joan advises clients and colleagues working to address the challenges and opportunities around water quality and water resource management, watershed health, and water infrastructure planning, finance, and development.
Her experience includes serving as an Assistant Attorney General in the Environmental Enforcement Section of the Arizona Office of the Attorney General where she represented the Arizona Department of Environmental Quality in administrative and other environmental enforcement litigation. She went on to serve as an Attorney Advisor in the Phoenix Field Solicitor’s Office of the U.S. Department of the Interior where she counseled the Bureau of Reclamation’s three Lower Colorado River offices on water and natural resource matters before serving as Director of the ADEQ Water Quality Division. Joan also has also managed the environmental regulatory affairs program for Park City, UT and served as a Senior Policy Advisor at the Region 8 Office of the EPA in Denver, CO.
Lee Decker
Attorney and Shareholder with the law firm of Gallagher & Kennedy in Phoenix, ArizonaMr. Decker represents mining and other industry sectors in Arizona (and surrounding states) with respect to various state and federal-based water quality and mine reclamation and closure programs, including the aquifer protection permit program, Arizona’s pollutant discharge elimination system permit program, impaired water determinations and listings, development and implementation of total maximum daily load requirements, development of surface and aquifer water quality standards, and state certification of federal water quality permits/approvals. He participates actively as a member of the Arizona Mining Association and Arizona Chamber of Commerce & Industry, and he lobbies federal and state governmental agencies on water quality statutory, regulatory, and policy-based issues to the benefit of industry in Arizona. Rhett Larson
Richard Morrison Professor of Water Law at Arizona State University’s Sandra Day O’Connor College of LawMr. Larson is a faculty fellow in the Center for Law and Global Affairs, and the Center for Law, Science, and Innovation. He is also a senior research fellow with the Kyl Center for Water Policy at ASU’s Morrison Institute for Public Policy. Professor Larson’s research and teaching interests are in property law, administrative law, and environmental and natural resource law, in particular, domestic and international water law and policy.
Professor Larson’s research focuses on the impact of technological innovation on water rights regimes, in particularly transboundary waters, and on the sustainability implications of a human right to water. He works on dispute resolution and improved processes in water rights adjudications in Arizona and the Colorado River Basin with the Kyl Center for Water Policy. He is the Principal Investigator on a USAID-funded applied research project improving water supplies for refugee host communities in Lebanon and Jordan. Professor Larson was a visiting professor and Fulbright Scholar at the Pontifical Catholic University of Ecuador, a PLuS Alliance visiting fellow with the University of New South Wales in Sydney, Australia, a Lady Davis Fellow and visiting professor at the Hebrew University of Jerusalem. He is the author of Just Add Water: Solving the World’s Problems Using its Most Precious Resource (Oxford University Press, 2020).
Professor Larson also practiced environmental and natural resource law with law firms in Arizona, focusing on water rights, water quality, and real estate transactions.

Principal Hydrogeologist at Montgomery & Associates in Tucson, AZMs. McKenna, PG is a principal hydrogeologist at Montgomery & Associates, a water resources consulting firm headquartered in Tucson. Juliet helps clients in the municipal, tribal, and nonprofit sectors navigate challenging waters through regulatory and policy guidance, water portfolio planning, and hydrogeologic investigations. She is a frequent speaker on Arizona water issues for community groups. Brian Ohm
Professor at University of Wisconsin-MadisonMr. Ohm’s teaching, research, and outreach focus on the legal and institutional framework for planning. Mr. Ohm joined the UW faculty in 1994, and he holds a joint appointment with the University of Wisconsin Extension where he is the state specialist in land use law, environmental regulation, and growth management. He also has affiliate appointments with UW’s Nelson Institute of Environmental Studies. Mr. Ohm served as chair of the Department of Urban & Regional Planning from 2008 – 2012. Prior to joining the faculty at UW, Mr. Ohm worked as an attorney for the Metropolitan Council, the regional governing body for the Minneapolis-St. Paul metropolitan area. While at the Council he was involved in numerous regional planning initiatives involving land use, affordable housing, natural resources, transportation, governance, and local public service delivery. Prior to that he worked as an attorney in private practice for the Minneapolis law firm then known as Popham, Haik, Schnobrich & Kaufman, Ltd., where he specialized in litigation involving land use, eminent domain, and complex securities fraud. Mr. Ohm holds a law degree from the University of Wisconsin Law School, a Master of Arts degree in History from the University of Wisconsin-Madison, and a Bachelor of Arts degree from St. Olaf College with majors in History and Political Science.
