Mr. Kelly’s expertise includes water supply planning, sustainable yield evaluations, water quality data collection and interpretation, and hydrogeologic investigations. Ming Ye, Ph.D.
Professor in Hydrogeology at Florida State UniversityMing Ye is a professor in the Department of Earth, Ocean, and Atmospheric Science, and the Department of Scientific Computing at the Florida State University in Tallahassee. His research interests are groundwater numerical modeling, uncertainty assessment, karst hydrogeology, and environmental data science. He received a B.S. degree in Geology from the Nanjing University, China, in 1997. In 2002, he earned his Ph.D. degree in Hydrology from the University of Arizona, Tucson. After graduation, he worked as a post-doc research associate in 2002-2004 at the Pacific Northwest National Laboratory, Portland, OR; in 2004-2006, he worked as an Assistant Research Professor of the Desert Research Institute, Las Vegas. He joined Florida State University in 2007 as an assistant professor, and was promoted to associate professor in 2011 and to full professor in 2016. He was elected as a Fellow of the Geological Society of America in 2012, and received an Early Career Award in 2012 from the U.S. Department of Energy. In 2015, he received a Walter L. Huber Civil Engineering Research Prize from the American Society of Civil Engineers. He served as an associate editor for Water Resources Research and Journal of Hydrology, and is serving as an associate editor for the Journal of Hydrologic Engineering and Groundwater.

Assistant Engineer at New York State Department of Environmental Conservation in AlbanyMr. Muthersbaugh currently serves as an assistant engineer with the New York State Department of Environmental Conservation (NYSDEC) in Albany. At NYSDEC, Mr. Muthersbaugh works in the Division of Water, Bureau of Water Permits, with the SPDES Construction General Permit (CGP) program. Prior to joining NYSDEC, Mr. Muthersbaugh worked as a staff engineer with Enman Kesselring Consulting Engineers in Rutland, Vermont, and before that as an engineering intern with the New York State Department of Transportation in Albany. Mr. Muthersbaugh earned a B.S. degree in Civil Engineering Technology from SUNY Polytechnic Institute. Prior to his career in engineering, he worked in several industries including education and healthcare after earning a B.A. degree in Biblical & Theological Studies from Gordon College.
Dr. Stephen J. Souza, Ph.D.
Owner of Clean Waters Consulting, LLC in New JerseyDr. Souza is the owner of Clean Waters Consulting and was the founding partner of Princeton Hydro, LLC. From its inception in 1998 through 2018, he served as president of Princeton Hydro, retiring from the company in 2019. Over the past 35 years he has dedicated his career to the management and restoration of aquatic ecosystems, in particular lakes, ponds and reservoirs. Dr. Souza received his B.S. degree in 1974 from the University of Massachusetts, Dartmouth, his M.S. degree in 1976 from Rutgers University, and his Ph.D. degree in 1981 from the University of Connecticut. He has served over the past 25 years as an instructor and course coordinator for the Rutgers NJAES Office of Continuing Professional Education, developing and implementing multiple short courses focused on the management and restoration of aquatic ecosystems. Dr. Souza is also an adjunct professor at Temple University (Ambler Campus), teaching a graduate studies course in the Department of Landscape and Horticulture (Tyler School of Art and Agriculture). He also conducts a professional continuing education course focusing on green infrastructure stormwater management for CPES through Montclair State University.

Certified Professional in Erosion and Sediment Control at Hanrahan Environmental, LLCMr. Hanrahan has more than 47 years of industry experience. In addition to presentations in Canada, Taiwan and the Dominican Republic, he has also presented at the national level for many organizations, including the International Erosion Control Association, the Land Improvement Contractors of America, the Geotechnical Fabrics Institute, the National Working Waterfront Network, and the American Water Works Association. Mr. Hanrahan’s articles have been published in many magazines, including Erosion Control, Land & Water, Geosynthetics, and Landscape Architect & Specifier News. He has produced webinars for the International Erosion Control Association, the International Association of Hydroseeding Professionals, the New York State Society of Professional Engineers, and Forester University. Mr. Hanrahan has also served as a guest lecturer at the University of Mississippi, Ohio Northern University, University of New England, and Vermont Technical College. He has also been active in industry organizations. He was national president of the International Management Council in 1991-92 and served four terms as president of the Northeast Chapter of the International Erosion Control Association. Mr. Hanrahan is also a member of the Senior Advisory Committee of Envirocert. He has developed and delivered training events throughout his career. From 2008 to the present, he has organized coastal erosion control training events up and down the New England Coast, with multiple seminars in Maine, New Hampshire, Massachusetts, Rhode Island, and Connecticut. Event co-sponsors for these events have included the Maine Department of Environmental Protection, Maine Sea Grant, the Rhode Island Coastal Management Council, the University of Rhode Island Coastal Resources Center, Connecticut College, and Connecticut Sea Grant. Seth Jenison, PE, TE, PTOE
Traffic Engineer at Interwest, a SAFEbuilt CompanyMr. Jenison graduated from California State University, Long Beach with a BS in Civil Engineering. After graduating, Seth joined the Peace Corps and moved to Tanzania for 2 years where he taught high school Math and Physics at a rural high school on the slopes of Mount Kilimanjaro. After returning stateside, Seth began his career as a Civil Engineer specializing in transportation related work. Seth is a well-rounded Engineer with experience in both the private and public sectors. On the private side, Seth has designed roundabouts, traffic signals, street improvements, signing and striping plans, and traffic control plans, as well as grading and utility plans. He has also prepared many transportation grant applications, securing more than $8.5 million in federal and state funding for various public agencies. In the public sector, Seth has experience as a traffic engineer and a project manager. He has reviewed all types of traffic engineering plans and studies and managed many transportation public works projects including two high-profile freeway interchange improvement projects. In his current role at Interwest, Seth is working as a consulting traffic engineer for public agencies all over California. Outside of work, he enjoys playing golf and basketball, visiting new places with his wife, and spending time with his children.

He was the owner of a premium services landscaping company for 20 years. Mr. Palmer’s focus is on trees in urban and construction environments, soil deficiencies and the importance of soils for sustainable mature trees, increasing urban tree canopies by ensuring trees live to maturity, and unsustainable landscape designs. He does tree assessments for individuals, commercial clients, law firms, insurance companies, municipalities, landscape architecture firms, parks and woodland management agencies, and he has assessed and evaluated thousands of individual trees in the past decade.

Senior Herpetologist/Project Manager at EnviroScience, Inc.Stan Boder, is a Senior Herpetologist and project manager at EnviroScience with 23 years of experience surveying and managing wildlife populations. He is a Qualified Timber Rattlesnake Surveyor in Pennsylvania and New York. He has conducted over 500 timber rattlesnake surveys and has over eighteen years of experience providing and supervising construction biomonitoring for reptiles. Mr. Boder has experience with state and federal consultation for endangered species, botanical surveys, Allegheny woodrat surveys, small-footed bat surveys, natural diversity inventories, and habitat projects for various threatened and endangered species. He is a member of the Pennsylvania Chapter of the Wildlife Society and the Society for the Study of Amphibians and Reptiles. In his free time, Mr. Boder conducts long-term research and survey projects on timber rattlesnakes and other herpetofauna populations in Pennsylvania
Mary Gilmore, B.S.
Technical Bat Lead and Project Manager at EnviroScience, Inc.Mary Gilmore is a senior-level Bat Biologist and Project Manager who has been a member of the EnviroScience team since 2015. Ms. Gilmore manages and implements threatened and endangered bat projects and assists clients with Section 7 Consultation. She has over 15 years of experience conducting both regulatory and inventory bat surveys throughout the eastern half of the U.S. She holds a B.S. in Forestry and Wildlife Management from The Ohio State University. At EnviroScience, Ms. Gilmore assists clients with state and federal consultation for threatened and endangered species, botanical surveys, and wetland delineations. She holds a USFWS recovery permit and several state collection permits for the Indiana bat, the northern long-eared bat, and the gray bat—allowing her to work across the Midwest, Southeast, and Northeastern U.S. Ms. Gilmore is listed as a qualified bat surveyor statewide in Ohio, Pennsylvania, Virginia, and West Virginia, and has recently completed large-scale surveys in Ohio, Pennsylvania, and Tennessee.
Dr. Michael A. Liptak, PhD
Senior Ecologist, EnviroScience, Inc.Dr. Michael Liptak is a senior ecologist at EnviroScience, Inc, where he specializes in wetland ecology, wetland restoration, and mitigation wetland design. Dr. Liptak earned a B.S. degree in Biology at the University of Toledo and a Ph.D. degree in Environmental Science at Ohio State University under the noted wetland ecologist Dr. William Mitsch. He has over 25 years of experience in wetlands research and consulting and is a Certified Senior Ecologist (Ecological Society of America). His primary responsibilities at EnviroScience Inc. include wetland mitigation planning, wetland assessments and delineations, technical report preparation, and permitting. Dr. Liptak is a member of the Society of Wetlands Scientists and the Ecological Society of America, and regularly gives seminars on wetland issues and regulations.
Rebecca Winterringe, M.S
Senior Level Aquatic Ecologist / Malacologist and Project Manager at EnviroScience, Inc.Ms. Winterringer includes the management and implementation of endangered mussel projects and assisting clients with NEPA / USACE compliance and permitting. She has 22 years of experience conducting aquatic faunal inventories across the U.S. and 17 years in the professional consulting industry. Ms. Winterringer is a proactive, hands-on manager who has supported many state departments of transportation, energy, transmission/pipeline corridor, and large river navigation projects. She has extensive experience in aquatic ecology, and she is skilled in natural resource permitting, waterways assessments, GIS, environmental assessments, and aquatic surveys. Ms. Winterringer holds a USFWS Federal Fish and Wildlife recovery permit and several state collection permits for freshwater mussels allowing her to work across the Midwest, Southeast and Northeastern US. She is listed as a qualified mussel surveyor statewide in Ohio, Pennsylvania, and West Virginia and has recently completed large-scale surveys in MI, WV, and NY. She has been diving since 2000 and holds a Rescue Diver certification. Ms. Winterringer is active on various committees for both the Freshwater Mollusk Conservation Society (FMCS) and the Society of Freshwater Science (SFS) member.
